中文摘要 | 職能重疊是公共行政管理領域中存在的客觀現象,處理不好就會造成行政效率低下、責任關係不清晰,直接影響政府的施政效果。對澳門特區政府而言,職能重疊主要體現在各司內部的部門重疊、各司之間的部門重疊、職能部門與諮詢組織之間的重疊,並蘊含了一般部門、公法人、項目組等不同部門性質的部門職能交叉,具有相當的複雜性。解決職能重疊的新思路在於選擇性建立“大部制”以及採取整合機構和完善跨部門合作機制雙管齊下的方法。 |
英文摘要 | Overlapping in government functions is common in public management. Should this remain untreated, it may slow down administrative efficiency and blur accountability, which will directly affect policy implementation. For the Macau Special Administrative Region Government, overlapping in government functions is mainly demonstrated in overlapping of agencies within and between the Secretaries, between agencies and consultative organs, and between agencies, statutory organs and project teams, making it a complicated issue. A new thinking to resolve such overlapping would be to selectively establish consolidated Bureaux and to integrate agencies through enhancing inter-agency cooperation mechanism. |
