| 中文摘要 | 1994年法國父母教育補助擴及到兩個小孩開始,兩位小孩母親的勞動率急劇下降(約下降15%)。婦女大量從勞動職場中撤退與最近主要在促進就業率的就業政策(如就業獎勵金,最低工資的延長,返回職場的救助方案)是完全互相矛盾的,因此,法國的勞動水準(特別是婦女)事實上是比較低的。瑞典的勞動政策則避開家庭政策與婦女就業政策間的矛盾。瑞典於1974年導入父母假以取代母親假(產假)相當有助於婦女在就業市場的勞動轉型,因此,不論男性或女性的勞動率在該國都非常高。瑞典的家庭政策主要設定在婦女可以返回勞動市場與性別平等為目標,目的也是促進婦女工作與家庭的平衡。在這種措施下,瑞典仍可以維持相當高的生育率。其中,最重要的是採個人課稅制、所得替代率提供親職假方案、高品質的日間照顧制度。因此,瑞典的家庭政策是在支持目前的雙就業者模式。因此, 如果單純從勞動參與的角度而言,無疑的,瑞典的模式應優於法國的模式。這種高度參與主要反應出瑞典在部分工時工作的重要角色。 |
| 英文摘要 | Family policies of Sweden and France are two examples of the world. However, the development of these two nations’ family policies on the conciliation of family life and working life of women is different. The object of this study is to explore two nations’ mechanisms for conciliation of women between family and working life, and in turn reflects Taiwan's family policy development. The retreatment for women from workplace and recent major employment policies in promoting employment (premium for employment, extension of the minimum wage, assistance for the return to the workplace) are two totally contradictory actions, France's labor rate (especially women) are in fact relatively low. Whereas, Sweden's labor policy can avoid the conflict between family policy and women's employment policy. In 1974, Sweden instituted the parental leave to replace the maternity leave to help women’s conciliation between work and family life, and that’s why the labor rates of male or female in the nation remain very high. The objective of Sweden family policy is aimed to push women to return to labor market and to remain the sex equality, thus the equilibrium between life of work and life of family for women. It’s why Sweden can obtain high level of fertility. We think that Sweden family policy is due to the individualized tax system, parental leave system by income replacement rate, high quality day care center. Thus, Sweden family policy aims to support the dual bread winners model. We can say, simply from the point of labor participation, Sweden model is better than that of France. And, the high labor participation level reflects the fact of the prominent role of part time work in Sweden. |
