中文摘要 | 本研究旨在以國立空中大學為例,嘗試建立大學教師評鑑系統。由於大學教師既非工廠生產線的裝配作業員,而各大學所面臨的内外部環境壓力各有不同,故空大教師評鑑該如何進行?相關之阻力助力為何?均是亟待澄清之重要課題。植基於此,本研究採訪問法及問卷調查法。以訪談法訪問國内研究教師評鑑之相關專家學者,以問卷調查法分別對國立空中大學十三個學習指導中心的面授學生、面授教師、專任教師實施問卷。在「教學反應意見調查」方面,總計發放4,000份問卷,回收1,284份問卷,回收率32.1%;在「學生對『學生評鑑教師』意見調查表」方面,總計發放4,000份問卷,回收1,454份問卷,回收率36%;在「教師對『學生評鑑教師』意見調查」方面,總計發放2,000份問卷,回409份問卷,回收率20%;在「專任教師對『教師評鑑系統』意見調查」方面,總計發放80份問卷,回收22份問卷,回收率27.5%。 研究結果發現:(一)學者專家多認為教學評鑑及教師評鑑實施均有其必要性,但應以協助教師改善教學或向上提昇為主,而不應作為續聘與否或獎懲之根據;亦即,教師評鑑應是一種形成性評鑑而非總結性評鑑。(二)空大學生對面授教師的整體教學反應尚稱良好,介於同意與有點同意之間。(三)學生普遍認為全體專兼任教師均應接受教學評鑑,較高比率學生認為應於學期末實施,並以贊成郵寄問卷或上網填答居多。(四)面授教師普遍贊成實施教學評鑑,但多數認為空中大學如建立專任教師評鑑制度宜將個人專長及職責納入考慮。(五)專任教師逾九成贊成建立實施專任教師評鑑制度,但在教學、研究、服務等各項目的成績量化應更審慎建立合理指標。本研究並根據上述結果嘗試提出建議,以供相關決策單位之參考。 |
英文摘要 | The purpose of this study was to develop the teacher appraisal system, regard National Open University (NOU) in Taiwan as an example. To fulfill the stated purpose, text analysis, semi-structured interview and questionnaires are applied in this research. The subjects were teachers and students of the NOU, samples were collected using the stratified random sampling method. The research first conducted structural questionnaire "Survey for student's comments on teacher's instruction". A total of 4,000 questionnaires were distributed, 1,284 were valid samples, marking the return rate at 32.1%. Then two questionnaire survey were conducted to collect viewpoints of the teachers and students, who have the different backgrounds to the implementation of "Survey for student's comments on teacher's instruction". A total of 2,000 teacher's questionnaires and 4,000 student's questionnaire were distributed, 409 and 1,454 were valid samples separately, marking the return rate at 20.5% and 36.4%. Finally, the research make a prevailing survey of all the full time faculty, the subjects include 80 teachers, 22 were valid samples, marking the return rate at 27.5%. The major procedures for data analysis were both quantitative and qualitative. The quantitative part is analyzed by frequency distributions and percentages. Besides, there are many open-ended questions in the questionnaire, qualitative analysis were used to analyze the respondent's comments written in the open spaces, they are the qualitative part in this research. Combining the results of previous review of literature, questionnaire survey, and interviews, five major findings were concluded as follows: 1. A 'formative evaluation' has been highly suggested by domestic scholars and experts. 2. Most of the students well accepted the curriculum. 3. Most of the students think all students in the school have the rights to do the questionnaires about "Survey for student's comments on teacher's instruction", and all the teachers who teach in the school should be examined by the evaluations. 4. Most of the part-time teachers agree execute periodic evaluation are tasks that ought to be carried out immediately. 5. More than 90% of the full-time teachers agree to build up the teacher appraisal system, but they suggest that the appraiser shall be duly screened for fair appraisal, and diversified data gathering is necessary for fair just and objective appraisal. Based upon the research results and conclusions, we provide individually suggestion for administration department were drawn. Some other related issues are also included. |
