中文摘要 | 健康的身體源自於健康的生活習慣,習慣的養成需要從小做起。本文之目的為分析我國目前中小學學生之運動參與情形,探討體適能政策之成效及國民體育法第六條修正案的落實所面臨的問題,並提出改善之作法與建議。研究方法使用文獻回顧法,結果顯示教育部推動體適能政策行之多年,雖有成效但仍有改善空間;在體適能發展、運動時間及習慣養成的部分都需要更有效的作法。教育部體育署推動「學生每週在校運動150分鐘方案」,希望由晨間、課間、空白課程及課後時間增加身體活動,帶給學生活力、健康與智慧,但應如何落實仍是一大挑戰。其主要面臨之問題,可分為運動時間、運動空間、人力需求及運動內容等面向。本研究評估我國目前的教育現況及學生參與運動情形,且考量運動後帶來的正面效益,建議可善加利用晨間時間進行活動,配合體育專業,讓晨間運動不只是花時間活動,更使得運動強度與內容更正確、多元,以確實達到增進體適能的目的。 |
英文摘要 | Healthy living habits built up from childhood bring healthy bodies. To increase physical activities in morning, recess, free periods, and after school sessions, the Ministry of Education advocates the "SH150 program" for school Sports Administration, in accordance with the provisions of Article VI of the National Sports Act. In light of these facts, this article analyzes the current sports participation in elementary, junior, and senior high schools, and the effectiveness of the implementation of the physical fitness policy. Major obstacles faced while implementing the SH150 program are explored and practical suggestions are made. Results of the literature review indicated that progress has been made but there is still room for improvement. Given that the Ministry of Education had promoted this physical fitness policy for many years, we need to increase the effectiveness of the approach to fitness development, exercise time, and exercise habits. But achieving proper implementation is still a big challenge. The main obstacles are found in the areas of exercise time, exercise space, manpower requirements, and course contents. After reviewing our current education status, students' sports participation, and the positive benefits of exercise, this article recommends that students' morning exercise should be reinforced. In order to accomplish the objectives of overall health and physical fitness, sports professionals must be allocated to guide physical activities and intensify and refine the morning exercise time. These professionals will offer more diversified courses with accurate exercise intensities and course content. |
