| 中文摘要 | 行政院於民國81年核定「國土資訊系統實施方案」,將公共設施管線資料庫列為國土資訊系統九大資料庫之一,由內政部營建署負責召集及推動。88年營建署完成「公共管線資料庫標準制度」之訂定並發布實施,做為各機關建立管線資料庫之規範。營建署配合國家地理資訊系統建置及十年計畫之推動,自97年度起分年辦理「公共設施管線資料庫及管理供應系統建置計畫」,補助各縣市逐步執行管線調查、資料庫建置及其資訊管理系統之開發,至104年度止已補助21個機關建置暨監審作業。目前完成28萬公頃之管線資料,約占全國都市計畫區面積的58.49 %。配套之道路挖掘管理系統,全國22縣市均已開發完成並上線運作中。接著將朝向落實管線圖資更新維護於日常之行政流程管控內,建立創新之管線資料更新維護流程機制。並使各單位間如消防、警察、環保、經發等進行橫向連繫,係本計畫之延伸效益。未來將配合智慧城鄉及智慧國土之發展,參考智慧城市之四大主軸:物聯網、整合、創新與協同,建立管線資料庫之決策協助角色。 |
| 英文摘要 | The Executive Yuan approved Geographic Information System Implementation Program in 1992. Public utility pipelines database was listed as one of the nine geographic information systems, and convened and promoted by the Construction and Planning Agency (CPA). Public Utility Pipelines Database Standard System was set and promulgated in 1999 as a specification of public utilities database for county and city agencies. CPA carried out Public Utility Pipelines Database Establishment and Management Project as part of the National Geographic Information System Ten-year Plan since 2008. This project aimed to undertake pipeline database survey, establishment and system development for local agencies. There are 21 agencies subsidized by the project to set up and supervise the databases until 2015. The databases covered over 280,000 hectares, accounting for 58.49% of the country's urban plan area. Related activities of road excavation systems have been operated on-line in 22 agencies. Pipeline map is to be updated through pipeline maintenance in daily administrative processes by establishing an innovative maintenance mechanism. The further mission is to strengthen lateral connecting between various departments, such as fire, police, environmental protection, economic development and so on. The information databases would produce spillover benefits. Furthermore, according four components for smart city and smart land, internet of things, integration, innovation, and collaboration, the information databases would provide decision-making assistance for public utilities management. |
