中文摘要 | 1. 東亞重要城市人口的爆炸、資源的耗盡、貧富的區域隔離、社會族群的對立、 犯罪的提升、區域的失衡發展,已形成嚴重的邊陲衰敗及財政困難效應,這些 失控的發展已形成國家集體的發展問題。東亞這些超大型的都會必須進入一個 新的反省的時代,經由原來的政商代議結構,與市民社會各種專業菁英與利害 關係群體的合作,整合公民協力力量,建立新的都市、區域市鎮、農村協力體 制,重建都市空間、都市正義與區域內新的永續社會。 2.此外,東亞各大城市也應致力連結區域內城鄉空間與資源,建構以市民為中心 的都會,發展具有多元價值特性的未來城市。另外,應依據國際現代建築協會 的倡議,使現代都會具有有機性,創造具有大經濟、文化、歷史、綠水、小社 會經濟等,綜合多元功能環境的永續城市,使大都會區成為一個移動的城鄉協 力發展空間與資源共享治理系統。使東亞主要的都會從政商城市發展成為公民 城市;從寡占價值都會發展成為多中心都鄉社會;從超級都會發展成為城鄉融 合城市群。 |
英文摘要 | 1.The population explosion, resource exhaustion, regional segregation, social group contradictions, rising crime, and unbalanced regional development in East Asian major cities have led to serious border area declining and financial crisis. Such uncontrollable development has created collective national development problems. Mega cities in East Asia ought to enter a new period of reflection, and encourage collaboration between traditional politician-businessman representative alliances, and new professional groups and stakeholders in civil society. By fostering such civil collaborations, mega cities can establish new mechanisms of cooperation that integrate urban, regional townships, and villages and reconstruct urban space, justice and new regional sustainable society. 2.In addition, these cities have to link regional urban and rural space and resources, to construct citizen-centred metropolitans, to develop future cities with plural values. Furthermore, it is necessary to follow the suggestions offered by Congrès Internationaux d'Architecture Moderne (CIAM), and to create a sustainable modern city with economics, culture, history and environment protection. The mega metropolitan will become a cooperative development space and resource sharing governance system. Thus the major metropolitans in East Asia will become citizen cities. They should be transformed from oligarchical value metropolitan to multi-center urban-rural society; from mega metropolitan to urban-rural integrated city groups. |
