中文摘要 | 大陸公務員錄用考試是一種以測查勝任力、實際本領和發展潛力為主,並對競爭者進行擇優的考試,屬於一種選拔「能力」之考試。目前的考試內容主要基於勝任公務員職務所需之最基本、通用的職能模型進行設計,分為公共科目筆試、專業科目筆試與面試。公共科目筆試設置了「行政職業能力測驗」和「申論」兩個科目,其中行政職業能力測驗考查的內容是指經過較長時間的適當學習、訓練或置於一定環境條件下,能完成公共(行政)管理領域內的一般活動的可能性或潛力,採客觀化紙筆測驗方式進行,包括言語理解與表達、數量關係、判斷推理、資料分析和常識判斷等5部分。本文除介紹行政職業能力測驗之辦理現況,包括測驗內容、命題流程、閱卷(讀卡)及雷同試卷甄別等,另概敘其未來發展,包括建置題庫與納入長期應考資格條件之一等議題,或可供我國之參考。 |
英文摘要 | In Mainland China, examinations for the selection of public servants primarily assess the candidates’ compatibility, practical competence and potential for further development. The examinations are a process of selection by capacity as competitors are selected by merit. At present, examinations are designed to assert the basic and general skills needed in public services, including written examinations in public and professional subjects and interviews. The written exams in public subjects include “professional competence in administration” tests and essay questions. Among the two, administrative competence tests the candidates’ potential to fulfill general public administration tasks after a period of education, training or placement within a certain environment. This is done by means of objectified written examinations, including verbal comprehension and communication, numeric and quantitative relationship, critical reasoning, data analysis and general knowledge. This text introduces the current state of the administrative competence tests, from its contents, question drafting procedures, grading of exam papers (or cards), to the screening and identification of duplicate papers; then moves on to discuss its future developments, including the establishment of question databanks and the possibility of considering such competence qualification as prerequisite in Public Service Examinations in the long term. The text is intended as reference material for future research into the design of Public Service Examinations. |
