中文摘要 | 為了保障教育選擇權,地方各自訂定公辦民營條例或非學校型態之實驗教育實施辦法,增加了家長選擇另類教育的途徑。然而在臺灣各地的實踐中也有著截然不同的生根與發展,以目前的發展脈絡來看,東臺灣的宜蘭縣及雲林縣開創了臺灣公辦民營的另類學校,而中部的苗栗與臺中則以「機構辦學」模式開展了各種多樣化的另類學校,不僅為兩地的學童帶來多元創意的學習天空,亦為實踐了地方上的教育多元民主與家長教育選擇權。有鑑於此,另類學校們期盼由學者以研究方式發展出一套指標―地方政府對另類學校友善程度之指標,以提供政府參考期盼教育行政當局能具備另類教育之相關教育信念知能並予以尊重、支持,才能促進教育的民主化與多元化。本研究之目的有二:一、 從臺灣中部及東北部另類學校(或實驗學校)的辦學法制歷程、與地方政府之間的行政歷程、所遭遇的問題草擬「地方政府對另類學校(或實驗學校)之友善程度指標」;二、從德懷術分析進一步建構出「地方政府對另類學校(或實驗學校)之友善程度指標」,以供我國發展教育自由化及保障學習權之參考。本研究以訪談法及德懷術兩階段進行,最後建構出「我國地方政府對另類學校之友善程度指標」。 |
英文摘要 | To protect the right of educational choice, the local government made the law for charter school or non-school mode of experimental educational institution to increase another way for parents to choose alternative education. However, the development and growth of this kind of alternative education is quite different in Taiwan. For instance, the east part of Taiwan and the central part of Taiwan chose different ways to guard the right of their children’s education. Ilan county and Yun- Lin county established the charter schools in Taiwan. Miao-Li and Taichung used the mode of educational institution to carry out their educational ideas. Therefore, these alternative schools expected the scholars to develop a target to measure the degree of local government’s treatment for alternative schools. They hope the current Department of Education could have more educational belief, give them more respect and support to provide the democracy and diversification of today’s education. There are two purposes of this research. 1. To understand the central part of Taiwan and the east part of Taiwan’s alternative school’s ( also called experimental school) legal system and history, to research the administrative progress of them, to discuss the problem they met before and how they conquered. 2. According to the result to provide some specific suggestions to build the degree of local government’s treatment for alternative schools. We used two kind of ways to do this research, such as Structure Interview and Delphi Technique. At the end, we built the degree of local government’s treatment for alternative schools. |
