中文摘要 | 災害防救課題一直是政府施政的重要目標之一。近年來,隨著災害頻率與災害規模的超越預期,各項與災害事件發展歷程相對應的減災、整備、應變與復原能力建構,已被納為我國政府的重要政策之一。我國九二一震災復原重建,政府透過市場機制,提供低利信貸資金協助民眾家戶重建;而莫拉克風災則為加速執行重建,及避免組合屋後續拆遷問題,採取無償提供永久屋政策,偏向以社會福利角度處理,惟後續衍生資源分配正義等相關爭議。因此在重建復原過程中,如何藉由完善的社會安全網絡,協助弱勢家戶,並避免相關利害關係團體推卸責任承擔,及弱化自我復原能力,應對政府災後復原重建合理社會福利角色與風險分擔體制領域範疇進行深入探究。近年來面對災害之韌性(又稱復原力,resilience)已受到國內外學術界重視,成為美日兩國災防規畫的重點;本文透過問卷調查的方式了解相關行動者(含一般民眾)在災後重建之資源分配的認知以及針對各種風險分擔的意願與實際行動的落差與可行方向,以提供未來政府災後重建與推行風險分擔政策之具體改善建議。 |
英文摘要 | Comfort, Boin, and Demchak (2010), in their book Designing Resilience: Preparing for Extreme Events, reviewed the great breadth of issues that surround the concept of societal resilience. The major contribution of this collection is the overarching message that "resilience is the outcome of a long-term process...an institutionalized approach that accepts surprise as an inevitable event whose magnitude and rippling consequences can be anticipated through knowledge, emerging tools, consensual social collaboration, and preparations to be flexibly innovative". Cutter (2011) mentioned disaster risk reduction by way of resilience to reach the goal of sustainability. Cutter also identified several fundamental questions: Resilience of what or whom? Resilience to what? Resilience exists within the broader context of sustainability. This research will review the literature and emphasize designing resilience to point out the ability of systems to accurately detect, interpret, communicate, and act upon risks as a central element in designing adaptive systems for mitigation and response. When we talk about resilience, it seems to incorporate resilience governance. But does it really? In terms of a resilient system, how can "lucky" systems be distinguished from resilient systems? How can resilience be recognized, even in the aftermath of failure? How does a system become resilient? Why are so many systems not resilient? Thus, risk resilience also needs to be discussed. This research will develop a community resilience toolkit and conduct surveys with the general public to understand their attitudes toward the government's role in providing social welfare benefits to disaster survivors and their opinions about disaster risk sharing. Finally, the findings will be compiled and recommendations made. |
