中文摘要 | 空間致能的社會(spatially enabled society)是現代資訊社會重要的發展目標之一,空間致能的社會係指政府、企業及民眾,可以隨時隨地很方便地透過網路,取得與地理空間資訊有關的服務,以提升空間決策的品質與效率,協助社會邁向永續發展的理想。此外,藉由整合物聯網、感測網、無線寬頻與雲端運算等技術所提出的智慧城市的觀念,亦正逐漸蓬勃發展,智慧城市將會是實現空間致能社會的重要手段。我國政府單位至今已經收集建立海量的地理資訊,學術界亦發展了不少科學模式,要建立智慧城市已是咫尺之遙,只是一直欠缺一個可以將資料與模式整合的平臺,使得資料仍然只是資料海中的資料,無法轉變成為決策所需的資訊與知識。要解決這個問題,需要利用目前資訊科學界發展出的知識本體理論與工具,將人類的智慧與知識有系統的組織起來,讓所有的資料能歸定位,並透過智慧型代理人,協助決策者快速的取得所需的資訊與分析工具。本文提出利用知識本體與智慧型代理人的技術,建立一個智慧城市空間決策支援平臺,可用來整合感測數據與科學模式,提供空間資訊,協助管理者進行決策,成為整體智慧城市的大腦中樞,並提出整合國內相關廠商的構想,發展出可外銷且有競爭力的智慧城市全方位解決方案,作為臺灣回應國際上對全球氣候變遷與永續發展的要求。 |
英文摘要 | A spatially enabled society refers to the emerging governance revolution offered by pervasive spatial information technologies and spatially equipped citizens. The spatial enablement becomes one of important components for modern cities. A spatially enabled intelligent city is using the concept of ambient intelligence to integrate various smart technologies, including: internet of things, geo-sensor networks, smart phones and cloud computing services, which are embedded into our daily life. The objective of the project is to propose the framework of a spatially enabled intelligent city for pursuing sustainable cities and integrate the cloud computing and sensor web products made in Taiwan to provide a total solution for intelligent city which is highly demanded in the developing world. Nowadays government has collected a lot of data and academia has developed many models, but we still lack a platform to integrate data and models, and transform them to information and knowledge which we need to make a decision. In order to solve this problem, we can use the technology of “ontology” and “intelligent agent” that developed by computer scientists. Ontology will organize knowledge and intelligence of human systematically. Intelligent agent will quickly find out the information and analytical tools which we want. By means of ontology and intelligent agent, we can build an intelligent spatial decision support platform which integrate sensor data and scientific models, provide spatial information, and help administrators make decision. It will become the brain of a spatially enabled intelligent city. |
