| 中文摘要 | 2001 年心理師法通過,明訂心理師之應考資格為主修臨床心理學或諮 商心理學、全職實習一年,並有碩士以上學位者,此一資格乃產、官、學界 對於心理治療專業工作者之共識。2014 年4 月一些立法委員認為大學心理系 的訓練已經足夠,因此不應剝奪大學畢業生之應考權益,故提案將心理師的 應考資格,由碩士畢業改為大學畢業以上,並加上五年以上的實務工作。然 而,心理系不是旨在培養心理師,而是培養具有廣泛心理學背景的人才,研 究所才是培養臨床及諮商心理師的主要階段:修習特定專業學科,再進行一 整年督導下的全職實習,才可取得應考資格。此外,一個好的心理師不僅要 熟知心理諮商與治療之內涵,其人格特質也是重要因素,而實務經驗與專業 訓練不能畫上等號,因此沒有執照的大學畢業生是否有能力、有資格從事五 年高品質諮商或治療工作,不無疑議。目前,美國、加拿大、英國、歐盟、 中國,及起草中的日本、韓國心理師相關法案,心理師皆需具有博士或至少 碩士以上的學歷,始能考照或執業,顯示碩士學歷是目前國際對心理師專業 最基本的要求。綜上,本文將從心理系的定位、心理師的養成教育、心理師 之人格特質、實務經驗vs.專業訓練及跨國比較各方面來探討相關的問題。 |
| 英文摘要 | The Psychologist’s Act of 2001 clearly states that the required qualification for individuals who wish to take the Psychologist Licensure Examination should be either Clinical Psychology or Counseling Psychology major, with one year full-time practicum, and at least have a Master’s degree. These qualifications have long been agreed upon by the industry, government, and academia. In April of 2014, some of the Taiwan Legislators argue that the licensure examination policy should also include the Psychology university undergraduates, hence, proposed the lowering of the educational level criteria to also accept examinees with bachelor degrees and at least five years of related work experiences. However, the Psychology programs for the undergraduate are mostly focused on the broader concepts of psychology, while a Master’s degree program in Clinical Psychology or Counseling Psychology would well go into the professional courses. In addition, a good psychologist does not only need to know the broad knowledge of counseling and mental treatment a specific type of personality is also needed. Furthermore, it would be hard to equate practical experiences with professional training, even more doubtful in considering a non-certified college graduate to undertake a five year professional job. Currently, USA, Canada, UK, Europe, China, Japan, and Korea all have similar policies regarding their Psychologist Licensure Examination. Their policies state the minimum criterion is to have at least a Master’s degree in order to qualify for the examination. In sum, the present paper provides an overview of the university Psychology program, the Psychologist’s education, personalities of a Psychologist, practical experiences in comparison with professional training, and international examination standards. In order to have wider perspective on the issues, more discussions within the Taiwan Psychologist Profession are needed. |
