中文摘要 | 一、南沙群島為我國領土,然因長年國共對峙,無暇兼顧島礁主權之維 護,而為周邊國家逐一蠶食鯨吞。近年來侵略諸國相繼積極擴增軍 備,在主權問題上摩拳擦掌,對該區域之我國最大島-太平島形成極 大威脅,其中越南行徑乖張程度無他國能出其右。越南向俄羅斯軍 購其三軍所需軍備,所籌獲之六艘Kilo 636河內級(Hanoi-Class) 潛艦,對我維護國土安全將造成衝擊。 二、本研究目標針對敵柴電潛艦伏擊威脅,建立以作業研究搜索理論為 基礎之反潛(Anti-Submarine Warfare, ASW)屏衛數學模式,評估 我快速應援海上兵力之反潛屏衛效益。模式發展考量反潛偵測器效 能、主體速度與兵力數量等因素,以之計算所設計之屏衛效益。效 益指標設定為殺傷潛艦機率。結果顯示兵力組合可行方案中,以4艘 水面艦與1架空中反潛定翼機建立雙層屏衛之效益趨近50%為最佳。 三、期透過本研究所發展之數學模式,提供國軍評估護航屏衛效益之科 學量化方法,在諸多作戰考量因素中,能提出有效反制潛艦伏擊之 屏衛兵力組合,確實維護應援主戰兵力之安全。 四、本研究之主要限制在於引用數據皆取自公開文獻,會造成評估結果 之精準度與實際的偏差。 |
英文摘要 | 1 . T a i w a n ( R . O . C . ) h a s c l a i m e d t h e s o v e r e i g n t y o f N a n s h a (Spratly) Islands at all time in history. These islands have been illegal occupied by the neighboring countries while the years of civil war between Taiwan and China. In recent years, those countries keep increasing their mili-tary power showing their strong temptation in claiming Taiping Island, which is the biggest island in this area and under the domination of Taiwan. Vietnam has planned to acquire 6 Kilo submarines that have revealed its aggressive essence for attempting to prompt the conflict for claiming all of the Nansha Islands with their improving forces. 2.Objective of this paper is to develop a mathematical model based on military operations research (MOP) for the evaluation of the contingency task group’s,i.e.convoy, ASW (Anti-Submarine Warfare) screen effectiveness. The analytical results show the case with four Chengong (Perry) class frigates plus one fixed wing ASW airplane can make the best effectiveness among all proposed cases. 3.The contribution expecting to be achieved by this study is to provide ROC Navy the scientific quantitative method which may lead decision makers to get the insight of this issue and make the best tactical decision with data generated by model in countering the opponent’s hidden submarines for the safety concern of convoy. 4.The accuracy of the study would differ from the fact of real conflict because input data are from open sources. |
