中文摘要 | 過去臺灣執行小客車駕照考照方式為通過筆試與場地內電動壓管考驗(以下簡稱場考)後即可領取駕照上路,為更進一步讓民眾不再畏懼於一般道路行駛,及提升民眾駕駛能力與整體交通安全,爰此,未來將實際道路駕駛考驗(以下簡稱路考)納入小客車考照。目前臺灣已開始試辦路考,不過仍不影響取得現有駕照方式下進行,即通過與否不影響取得駕照。路考試辦迄今只有66.46%及格率,與場考90%及格率差異甚鉅,可見場考無法有效考驗學員在真實道路上的各種狀況。回顧世界各國對於駕照發放均採從嚴辦理,可見路考除了在國際上普及性外,也相對重要。本研究為了解個人社經變數及現行民眾對小客車考照政策制度之認知、支持度及滿意度,藉由卡方檢定分析結果找出顯著變數作未來政策執行上之參考依據,同時採用電訪問卷取得有效問卷計1,040份,統計結果發現(1)現行場考制度民眾認為無法提供安全駕駛技術;(2)大多數民眾考完駕照後均需要再加以訓練才可上路駕駛;(3)約半數民眾已得知政府要推動路考政策,但知道已推動試辦者僅佔14.65%;(4)25.57%民眾認為路考政策有助於新手上路;(5)66.64%民眾認為路考可以提升道路安全。進一步以卡方檢定分析民眾對於考照方式以及未來政策發展選擇之差異,發現有6個因素對政策支持度有顯著差異;6個因素對可接受增加時數有顯著差異;4個因素對可接受增加費用有顯著差異;4個因素對學習駕照取得方式有顯著差異,整體而言,在18-19歲族群與其他年齡層族群有顯著差異。 |
英文摘要 | In the past, the driver of the passenger car only need to pass the driving writing test and the inside field test, and then the driver can obtain the driver license in Taiwan area. Therefore, in order to improve the driving skills and safety of the drivers and also let the drivers don’t fear in the real road driving. The road authority wants to add the road test so that the driver needs to pass the road test then get the driver license. In the present time, there are the road tests in the experiment stage, and this road test will not affect the present driver license system. It means that the drivers pass the road test or not may not affect the requirements of the driver license. In general, the pass rate only is 66.46 percentages in the road test, but the pass rate is near 90 percentages in the inside field test. It shows that the drivers who obtain the driver license may not be able to drive the car safely in the real road. From literature review, it shows that each country has strictly regulations to obtain the driver license, and especial, each country needs the road test. This study will explore the citizens about the recognition, support, and satisfaction of the driver license system. The questionnaire is 1040 copies, and utilizes the Chi-square method to figure out the significant variables. The results show (1). The present inside filed test may not offer the enough safe driving skills. (2).the most new drivers need the extra training before they can drive the car in the real road. (3). the most citizens know the road authority will execute the road test’s policy but only 14.65 percentages know now in the experiment stage. (4). 25.57 percentages of citizens believe the road test will be beneficial for the new drivers on the road. (5). 66.64 percentages of citizens believe the road test will improve the road safety. Finally, six factors have the significant difference about the policy support; six factors have the significant difference about the increasing training time; four factors have the significant difference about the increasing cost; four factors have the significant difference about the obtaining the learning driver license. Overall, the age of between 18 to 19 years old has significant difference comparing to the other ages. |
