中文摘要 | 目前全球暖化下導致異常氣候及聖嬰現象,天氣變化多以極端方式表現。台灣目前處在複合性災害風險高、極端性氣候變化劇烈之狀況,政府需體認超大型災害極有可能再發生。當發生災害時,往往有大量的災民與醫護救災人員位於災區內,但留容所分散各地,各項資源與資訊互通不易,常常發生民眾找不到親屬或是無法得知傷亡之狀況,人為之記錄往往無法即時更新造成資訊落差。而救災人員之配置也由於無法得知災民數量狀況而造成部分區域過於集中或是某些區域缺乏,發生救災人員分配不均之問題。本研究透過無線射頻辨識(RFID)技術應用於醫療救災中,發展建立RFID 醫療救災資訊整合系統;RFID 設備具標籤唯一性及辨識性,做為現場醫療救災門禁系統管理時,擁有可提昇效率、易即時控管等的優點;又RFID 通訊具有無線傳輸能力及可傳輸/儲存大量資料,使用RFID 便可即時掌握災民或救災人員情形,便於進行管理。綜合上述,藉由應用RFID 於醫療救災資訊整合系統,動態監控受災現場的人員分佈狀況,提高災害資訊的流通性與正確性,使救災指揮發揮更貼切受災現場需求,救災資源發揮最大效益,受災民重獲得最即時且需要的照顧與庇護。 |
英文摘要 | In recent years the weather shows extreme changes because of global warming caused by abnormal weather and ENSO. Taiwan is currently in a complex disaster risk situation. Therefore, government needs to recognize that the very large disasters will happen again. When disaster occurs, there are a large number of victims and relief workers in disaster areas. The shelters and the resources are scattered around, and information exchange is not easy that result people can’t find their relatives and do not know the status of casualties. Due to the information exchange gaps that cause the problem of uneven distribution of resources and relief workers. This research integrates the techniques of Radio Frequency Identification (RFID) in medical relief, as well as develops the RFID information system. The equipment of the RFID includes tags and reader. Using it as the entrance guard system and mobile reader, that can make management more efficient and also control the site instantaneously. RFID communication has ad-hoc abilities, which can help transfer and store a great quantity of information; therefore users can immediately grasp the situation of the victims or relief workers. |
