中文摘要 | 民國98年8月8日莫拉克颱風挾帶總累積雨量高達2,884mm之豪雨,重創台灣南部地區,已讓國人深深地感受到,氣候變遷對人類生活環境之巨大影響。莫拉克風災害發生已歷4載餘,政府與民間持續努力地推動重建工作。惟受限災害規模過大,坡面處於不穩定狀態,受災區域安全勘憂。對高雄市那瑪夏區之居民而言,聯外便道易被颱風豪雨所造成之洪水沖毀而中斷,其對災區推動復育工作是相當困難的,若採自然復育,極費時亦不符當地民眾之期待。本研究即以莫拉克風災侵襲水土資源損害最重之楠梓仙溪內之納瑪夏區為試區,採用生態補償概念及集水區整體規劃治理的系統性思維,提出調洪、分洪、控砂等策略,並列為水土資源、復育策略之主要成分。在水土資源、破敗環境中進行重建,以尊敬大自然的態度,採取對環境友善的措施。希望水土資源環境在防止惡化後,經由人類的努力,逐步回復原有正常運作。並建議善用民間專業力量,結合在地社區居民,加強水土保持設施維護,強化防災應變防禦工事,及加速水土資源、復育工作推晨,早日達成預期的投育目標。 |
英文摘要 | Typhoon Morakot took heavy rain which reached 2,884 mm and destroyed on August 8th of 2009 in southern Taiwan. The event let compatriots experienced climate change dearly, which affect our life and environment immensely. Government and nongovernment promoted continuously and actively rehabilitation in those 4 years since the disaster, caused by Typhoon Morakot. But the disaster area was so large that most of slopes are still unstable and unsafe. For residents who live in Namasia District, Kaohsiung County, makeshift road was destroyed and broken by flood due to typhoon and torrential rains. It was difficult to promote rehabilitation for disaster area and it takes a long time for natural recovery which was not expected for residents. The study area is Namasia District in Nanzihsian watershed, destroyed seriously by typhoon Morakot. The study uses the systemic thoughts of ecological compensation and basin planning and treatment to show the main concept of rehabilitation strategies about soil and water resources, respectively control and diverting flood and sediment. Therefore we should have a respect attitude for nature and use suitable measures to rehabilitation. The study suggests that using expertise from nongovernment and combining with residents to maintain the facilities of soil and water conservation, strengthens works of disaster prevention, and promotes rehabilitation rapidly to reach the target of rehabilitation. |
