中文摘要 | 深水灌溉補注地下水效益評估:1.採用雙界間斷選擇的假想市場價格評估法,在桃園地區進行。採用「租稅之再分配」概念進行問卷設計,問卷採面訪調查。實證結果得知,每個家庭每年所願意支付之金額為 2208.1元;將此評估結果乘以該區的家庭總戶數,得知總評價額為 10.627億。約為該地區稻米年生產值的 0.493倍。調查中有 65.99%的受訪者願意贊助資金來維持此功能,結果顯示該公益機能普遍獲得該地區居民的肯定。2. 各鄉鎮總願付金額之比較:較高前三名鄉鎮分別為桃園市(2.299億元)、中壢市(2.147億元)及平鎮市(1.163億元)。較低之三名為復興鄉(0.084億元 )、新屋鄉 (0.2767億元 )及觀音 (0.3166億元)。願付總價格與稻米產值之比例,一般均小於 1,但桃園市、龜山鄉分別居於前一、二名。比值較低之三名分別為大園、蘆竹、楊梅鄉,表示該區原有水田公益機能仍維持良好,建議應加強綠色補貼政策,以維持整體環境品質。 有關後續研究之建議事項為:1結合農改場專家深入研究探討,或與日本農業多加交流。2. 目前台灣水稻灌溉方式,遇到颱風時便將排水門打開排水,建議將田埂提高至可容納 40公分水深的狀態蓄水。3.現地設計之滲漏桶試驗之問題為滲漏桶設計過小;牛踏層的存在影響回滲速度等,值得相關研究人員注意。 |
英文摘要 | As the development of new water sources in Taiwan is becoming more difficult in recent years, and the demand for non-agricultural water sectors is increasing rapidly, the available water resources is thus becoming insufficient. We expect that the area of rice paddy will be decreasing after entrancing WTO. In order to water resources and straighten up the problem that too many rice paddies fall into disuse, a deep-water irrigation, and reserving water after ditching in fallow rice paddies, is proposed in this study. Furthermore, in order to validate the feasibility of deep-water irrigation in Taiwan, a rice plantation was implemented in the experimental field of National Taiwan University. In addition, a questionnaire was conducted on irrigation management staff and professionals who have frequent direct contact with farmers, in order to better understand the consensus of the farmers. The result of this study shows that the deep-water irrigation is highly applicable in Taiwan, and the farmers’ cooperation willingness is closely dependent on the amount of government’s subsidy. Inhabitant's identification of maintaining or abolishing these functions of paddy field in different area. The discovery will be an important consultation for formulating the agricultural and environmental policy. There is existed 65.99% of agreement ratio willing to give financial assistance to the item of recharging shallow groundwater in the questionnaire investigation. The investigation result of willing to pay (WTP) in each household per year for maintaining these functions is 2208.1 NT dollar amounts. The WTP being multiplied the total households number of Tuayan, there is 1062.7 million NT dollar amounts for maintaining these functions in that area and is 0.493 times of annual paddy production value. |
