中文摘要 | 省以下層面區域內的義務教育不均衡是當前社會上的一個重要課題,我國政府先後出台了一系列政策法規以推進教育均衡。本文運用Gini系數分解與結構方程方法,剖析2005年、2006年“新機制”政策實施前後浙江、湖北、廣西縣域義務教育資源的均衡現狀及不均衡成因。研究發現農村地區校際間教育資源的差異是導致義務教育資源不均衡的重要因素,筆者建議:一方面要保留適當差距的前提下實現教育資源均衡,另一方面各級政府要加大力度縮小農村地區校際間的差距。 |
英文摘要 | Uneven allocation of compulsory education resources below provincial level is a crucial social issue.The Chinese government has introduced a series of policies aiming at striking for a better balanced level of compulsory education. The aim of this paper is to describe the actual situation of resources allocation of compulsory education in Zhejiang, Hubei and Guangxi, and to analyse reasons of such uneven resource distribution before and after “New Mechanism for Compulsory Financial Security” by using Gini coefficient decomposing and structural equation. It is found that the difference between schools in rural areas leads to uneven allocation of compulsory education resources. Based on findings from this study, it is suggested that, on one hand, the Government should establish educational equilibrium while maintaining an appropriate difference in resource allocation. On the other hand, the Government should also try to narrow down the difference among rural schools in resource allocation. |
