| 中文摘要 | 社會經濟的發展與人民所得的提高,帶來城市的進步,也帶來城市的交通問題。交通擁擠及其衍生的環境污染,是民眾殷切盼望改善的項目,也是世界各城市亟需改善或解決之重要內容。解決城市交通擁擠的策略首重大眾運輸系統的建設與推廣,國外先進城市多興建有大容量之捷運系統,以輸運大量的乘客,但由於捷運系統興建經費龐大與施工期較長,並非每個城市都能負擔此一建設經費及漫長過程的交通壓力。近10年來,除了捷運系統及公車外,BRT已逐漸成為世界各城市改善交通的另一重要選擇。 BRT系統擷取公車與捷運之優點,即具備公車系統建設經費較少、施工期程較短之優點,又具有捷運系統較大運輸能量之優點,因此BRT系統除具有財務與施政之可行性,尚可在短期內改善城市之交通問題,亦可做為未來捷運系統推動之基石。本篇文章期望從BRT系統之規劃與設計層面,提供一全面性的思維與引導,讓政府及交通從業人員,在思考城市交通系統建設時,將BRT系統納為重要考量之方案,並且在規劃與設計時參考使用。 |
| 英文摘要 | Economic growth and increases in GDP have brought great advances to cities around the world; however, the advances almost always come with transportation problems. Traffic congestion and the accompanying environmental pollution are not only top of the general public’s wish list for improvement, they are also crucial issues in most cities in the world. For a long time, public transportation has been considered the main strategy to solve urban congestion. Cities in developed countries usually have high-capacity mass rapid transit (MRT) systems to move large volumes of people. However, due to the extremely high construction cost and long construction period, not every city can withstand the pressures caused by implementation of an MRT system. Over the past decade, in addition to MRT and regular bus services, Bus Rapid Transit (BRT) has gradually been considered an effective alternative for improving urban transport. BRT combines the advantages of both MRT and buses. BRT shares the advantages of low construction cost and short construction period with the bus system while also possessing a high transport capacity similar to that of MRT. The BRT system is financially and politically feasible, providing not only an immediate solution for urban transport, but also a foundation for a future MRT system. This paper is expected to provide a comprehensive description of the concepts involved in BRT system planning and design, so that government officials and transportation professionals can seriously consider BRT as an option for urban transportation. This paper also provides guidance for the planning and design of a BRT system. |
