中文摘要 | 當代原住民的民族發展,以「身分政策」及「族語政策」兩個環環相扣的議題 最為核心,本論文回顧此一議題之研究動機與趨勢。身分政策研究,可以細分為個人身分和民族身分,兩者皆始於林修澈1999-2001,開啟原住民身分/原住民族認定的研究。個人身分的探討,多偏向法律性質方面,包括綜合性評估、認定的變革、名制、通婚等,以法律學系居多;民族認定(包括民族認同),則以民族邊界為主軸,政大民族學系為主力,且多出自林修澈教授指導,在2009 年最為蓬勃。族語政策研究,受到原運影響,但以原民會(1996)施政牽動最大。探討議題,以族語教育、都市原住民的族語政策、升學優待、族語認證制度等為關注點。其論述觀點以原運帶動的民族自覺為主流,但也不乏「前原運」思維的論文,倒是缺乏「原運對立」思維的批判性論文。由於事涉教學,論文多出自教育系所,相對之下,民族學與公行學的數量較少。以2008-2009 年發展最為蓬勃。整體而言,身分政策研究,相較於族語政策研究,在時間上稍晚,在論文數量上亦較少,但兩研究均自2000 年起穩定增加,2008-2009 年達到高峰。論述觀點,則從保護觀點逐漸轉變至社會衝突觀點。 |
英文摘要 | The core of the contemporary development of aborigines lies in the two related issues of “aboriginal ethnicity policy” and “aboriginal languages policy”. This paper makes a retrospect on the driving force and trend of the studies on the development of aborigines. The study on the aboriginal ethnicity policy can be subdivided into the study of personal identity and the one of ethnic identity. The studies of the two aspects were both begun by Dr. LIM Siu-theh (1999-2001). His work paved the way for the study of aboriginal ethnicity and aboriginal certification. The study of personal identity tends to have more legal characteristics, including comprehensive evaluation, the changes of ethnic certification, naming system and inter-ethnic marriage. Most of the literature was produced by law students. As for aboriginal certification, with aboriginal identification included, the core is in ethnic boundaries. The driving force of the part of the study has been the Department of Ethnology, NCCU. Most of the literature was produced by Dr. LIM Siu-theh’s students. The number of writings hit a record high in 2009. The study of the aboriginal languages policy has been influenced by the Indigenous Rights Movement; however, the biggest impact comes from the administration of the Council of Indigenous Affairs (CIP), which was established in 1996. The issues focus on aboriginal languages education, the languages policy for urban aborigines, preferential measures for the advancement in education of aborigines and the accreditation system of aboriginal language proficiency. The mainstream of the stance in discourse is aboriginal self-consciousness which was arisen by the Indigenous Rights Movement. But there’s still “pre-Indigenous Rights Movement-thinking” literature. Nevertheless, there’s no “Indigenous Rights Movement-opposing” literature. Since the study is associated with teaching, most of the literature was produced by students from departments of education. Lesser literature came from departments of ethnology or public administration. Overall, compared to the study of aboriginal languages policy, the study of the aboriginal ethnicity policy set off later and has produced lesser literature. But since 2000, the literature of the two studies has been increasing steadily and the number of writings reached the top in 2008-2009. The stance in discourse has gradually been moving from protection to social confrontation. |
