中文摘要 | 目前日本的觀光現況,海外訪日旅客和日本國人出國旅行人數出現失衡現象。 由世界或亞洲的角度來看,日本在觀光方面的作為尚嫌不足。為此,日本政府自2003 年起即針對「觀光立國」提出具體政策,並致力振興觀光。希望在2010 年時,將訪日的外國旅客人次提升至1000 萬人。根據2007 年統計結果,訪日的外國旅客已達835 萬人次,完成政府的目標訪客人數指日可期。而在去年(2008 年)10 月1 日,交通部另設置「觀光局」,大幅改變21 世紀振興觀光事業的體制。政府提振觀光的決心可說是非常積極。除了政府的種種措施之外,各地政府亦針對當地特色提出各種振興觀光的活動。我們可以看到各地方政府除掌握當地特色進行推廣,並重新檢視區內的觀光資源以進行整合的政策方向。所謂觀光,應是居民對自身所居住之處有所理解,並對自己的土地有信心,如此才能將該地的特色介紹給前來旅遊的遊客,使遊客對所到之處產生認同感。而遊客對所到之處的看法,也會影響其對該國的印象。 到目前為止,許多地方政府針對國內旅遊做過很多行銷活動。不過對於國外的行銷方式往往以單向宣傳地方特色為主,並未針對市場需求調整觀光政策。在無法掌握有可能訪日的重要市場旅客的需求下,外國旅客訪日人次難以增加。而在地方上,多數居民對於來訪旅客帶動經濟發展有所期待,認為不但可以活化地方經 濟,提供就業機會,並能活絡地方產業。 針對上述,本論文以日本東北地方山形縣為考察對象,探討該地應如何提升海外來訪旅客。首先,經由山形縣政府的政策面的探討,釐清其各自在觀光政策上考量的重點為何。接著,調查歷年來到山形縣觀光的台灣旅客人數之變動情形﹐及該縣在招攬旅客的政策內容。在掌握確實數據及政策內容後,再探討台灣人對山形縣的認識為何。此部份將以在台灣所進行的問卷調查結果為本。論文最後﹐擬將筆者針對觀光政策所探討的研究內容作一歸納,並對各研究內容提出對策分析。 |
英文摘要 | The present situation of Japan tourism is that the numbers between foreign tourists who visit Japan and Japanese tourists who travel abroad have shown unbalanced. In world and Asia’s point of view, Japan has done very little in tourism. Hence, Japan government has proposed the concrete policies in connection with creating a tourism nation and has devoted a lot of efforts to revive tourism since 2003. Hopefully, by 2010, the numbers of foreign tourists will raise up to 10 million. Beside the central government’s various measures, local governments offer all kinds of activities to develop tourism by pointing out their special local features. We can see that all local governments not only grasp their special local features to promote, but also revalue the tourism resources within the areas in order to integrate their policies. So far many local governments have arranged a great deal of promoting activities in domestic travel. However, the marketing methods for foreign countries often focus on promoting local features in one-way street, and the policies would not be adjusted based on the market needs. In the case which is unable to handle the needs of this important market of possible visitors, the numbers of foreign tourists visiting Japan will be hard to rise. Locally, the majority of residents look forward to visitors will promote economic development. They think tourism will not only spur local economic and industries, but also provide job opportunities. Based on the above, this paper will take Yamagata Prefecture, north east of Japan, as the study object and discuss how to increase the numbers of foreign visitors in this place. Firstly, discuss through the policies of Yamagata Prefecture and clear up what the consideration points of each tourism policies are. And then, investigate the variation status of numbers of Taiwanese visitors in Yamagata Prefecture over the years and what the policies contents to solicit tourists are. After getting the correct statistics and contents, I will then talk over what Taiwanese know about Yamagata Prefecture. This part will be based on the questionnaire results conducting in Taiwan. Finally, I will generalize research contents in tourism policies and I will bring forward policy analysis to each research contents. |
