中文摘要 | 政府於2005年開始試辦以6年為期程的「稻米產銷專業區」計畫,此一產銷組織變革,對於傳統農業產銷模式及稻米政策其有相當重要意義,惟其影響營運效益的關鍵成功因素為何,是本文主要探討的重點,以作為後續推動策略之參考。本文即依模糊層級分析法,萃取影響稻米產銷專業區營運效益之關鍵成功因素,並依此結果進行策略分析與規劃。結果顯示: 「稻米市場競爭之程度」、「產品創新之能力」、「員工素質之專業能力」、「生產製程之品質管理能力」、「稻穀收購後之倉儲管理能力」、「品牌形象之塑造能力」等為六大關鍵因素,其中,前三項關鍵因素分別包含於「外部環境」與「支援活動」構面,後三項關鍵因素則屬於「主要活動」構面。故可由主要活動的價值鏈方式來進行策略規劃,並結合創新和專業能力之支援活動,即可增進在外部環境(即市場結構)中的競爭優勢。 |
英文摘要 | Government has been promoting Rice Production and Marketing Professional Area experimental plan since 2005. This organizational change in production and marketing has important meanings for traditional mode and rice policy. However, its key success factors need to be explored in order to continue the plan. This paper applies fuzzy analytic hierarchy process to filter those factors which affect benefit of the professional area, and then as a base for strategic planning. The results indicate that market competition, innovation ability, staffs' professional skill, quality control ability, storage management, and establish brand imagination are key success factors, where the former three factors are belong to external environment and supporting activities and the latter three factors are included in main activities respectively. This paper suggests that Rice Production and Marketing Professional Area can be planned by value chain of main activities and link with innovation and professional skill improvement to enhance competitive advantage of rice firm. |
