中文摘要 | 本文主要在探討加拿大原住民族教育權的現況與發展,尤其從原住民族權利發展的脈絡來檢視原住民族在教育主體性的實踐情形,以及自治體制中教育政策的演變。此外,1996年加拿大皇家原住民委員會提出的《原住民族報告書》,宣告了加拿大政府與原住民之間新的關係的開展,其中有關原住民族教育的內容特別突顯了原住民族文化的特性及教育需求。本文也將進一步分析本報告書中關於原住民教育所提出來的建議與政策規劃,了解加拿大原住民族教育的未來發展,並對照我國近年來的原住民族教育,有哪些議題或課題值得我國借鏡。 |
英文摘要 | This paper seeks to explore the development of educational rights of indigenous peoples in Canada. Especially, it will examine how the educational subjectivity and policy were created in autonomous government. In 1996, the Royal Commission on Aboriginal Peoples issued its final report, in which the cultural and educational needs were well addressed in the education section. The recommendations of RCAP will be reviewed to understand the educational development in Canada and Taiwan. |
