中文摘要 | 農業科技人才的培育屬於生物產業發展的「引申需求」,農業人才培育的方向與數量必須權衡及檢視台灣農業精進的需求,並考量國內外農業研發之進展,提供產業發展所需的核心科技人才。過去在小農經營體制下,台灣有許多高級研究人員的農業試驗機構,從事基礎及應用的試驗研究創新,將其成果以「準公共財」的方式,免費推廣給農民使用。進入知識經濟時代,生物科技成為農業競爭力主流科技,智慧財產權保護之呼聲與日俱增。科技研發與人才培育必須滿足用人單位及企業家的需求,否則不足以提高產品競爭力,因此農業技術市場的形成與規範,會影響農業科技人才之培育與研發誘因,進而影響產業的發展。目前我國科技人才培育,面臨著高等教育質量失衡,科技人才養成不符產業需求、科技教育的定位特色待與科技政策搭配,以及科技人才所需多元智能及國際競爭力有待提升等問題的挑戰。基此,加速農業科技產業的發展與調整科技人才培育之機制,是確保台灣農業競爭力,讓學子能學有所用的重要措施。 |
英文摘要 | Skilled agricultural workforce cultivation is required for bio-industry development. To provide the core and necessary talents for developing bio-industry, guidelines for agricultural workforce training must be set that consider both domestic and international agricultural research and development progress. In the small-scale peasant economy system of the past, Taiwan established many advanced Agricultural Research Institutions and provided the research results as ”quasi-public goods” for farmers to use for free. However, in the knowledge economy, the competitiveness of agriculture relies on biotechnology. People are also more aware of the protection and enforcement of intellectual property than ever. R & D and the specialized workforce must meet the needs of employers and entrepreneurs. Otherwise, the competitiveness of products will be reduced. Therefore, the formation and practice of agricultural technology markets will affect workforce development and R&D incentives, thereby affecting the whole industry. At present, Taiwan has faced several problems in developing talents, especially in unbalanced supply and demand situations. These problems include a skilled workforce not matching industry needs, the position and features of science and technology education not corresponding to industrial policy, and students lacking multiple abilities and international competitiveness. These are all the challenges needing to be solved. Based on this, to ensure Taiwan's agricultural competitiveness and put what has been taught into practice, accelerating the development of agricultural science and technology industry and adjusting the mechanism of workforce development are crucial. |
