英文摘要 | This article focuses on the Cardinal Principles of Secondary Education which was announced by the report of commission on the reorganization of Secondary Education appointed by the National Education Association after 5 years field surveyed in 1918. Firstly, the social milieu and difficulties encountered at that time are stated. Secondly, the subject matters in this article are to describe the contents of that report to explicate the education should be guided by a clear conception of the meaning of democracy. The seven main objectives of education should be the basic principles of secondary education and the comprehensive high school as the standard secondary school is highly suggested. Finally, the author will analyze the historical meanings of that report and take it as a good lesson for addressing the new policy to sort out the educational problems in that time and reconsider the implication about the education reform. |
