中文摘要 | 政府辦理身心障礙考試,不僅在保障身心障礙者應考權利,也具有提供機關甄拔適任人才管道等多重意義,因此除了改進考試技術外,也應同時兼顧應考人、用人機關,以及考選機關三方面需求。故本文基於代表性官僚概念,從法制與執行兩層面,一方面探討現行考試制度可能產生的問題;另方面則針對機關提報缺額與文化變革提出建議。筆者認為在代表性官僚概念下,改進身心障礙特考的重點,應同時從消極面與積極面努力:前者指排除應考人報考時的無關或不必要障礙;後者則是用人機關重新檢討職位進用身心障礙者的可能性,而能提供更多任職機會。 |
英文摘要 | To implementation of Civil Service Special Examination for the Disabled (CSPAD) not only protect exam right of disabled, but also provide another recruitment channel for government. So it is necessary to fulfill needs of disabled, governmental personnel required, and examination authority beyond just adjust exam techniques. This paper analyzed institutional problems of CSPAD and suggested to change recruit process and bureaucratic culture according the representative bureaucracy concept. The authors argue that when used representative bureaucracy ideas, main point of CSPAD change should focus on both passive and positive side: the former means moving out unnecessary obstacles that may constrain disabled join CSPAD, and the latter means every government branches should review recruit standard or process in order to provide more positions can be fulfilled form CSPAD. |
