中文摘要 | 行政院環境保護署環境監測及資訊處(以下簡稱環保署監資處)自91年起負責全國河川水質監測工作,94年起於「河川及海洋水質維護改善計畫」中規劃建置環境水質監測資訊系統,將水質監測採樣規劃、品保流程及年報產製等業務,建立網路電子化模式,並推出「環境水質監測資訊網站」以落實資訊公開原則。97年草擬建置「環境水質監測資料電子交換作業規範」,將跨機關交換平台建置於水質網站內,並更名為「全國環境水質監測資訊網」以加強水質資訊應用價值及增進資訊流通,並推動全國環保局及水利署等機關加盟跨機關水質監測資訊交換作業。 94年設計之水質資料庫係以採樣及品保作業流程需求,測項資料表採資料正規化設計成直式資料格式,以達靈活運用的目的。之後資料倉儲科技概念湧現,為了資料擷取及線上分析應用,構思進行環境水質監測資訊系統改版計畫。 99年所執行之「環境水質監測資訊系統改版計畫」(以下簡稱本計畫),乃針對94年以來所設計之資料庫,延伸擴大建置核心資料表,將直式資料轉成橫式資料,以便利資料之分析運算,同時將全國環境水質監測資訊網站改版使風格趨於一致,簡化使用者介面,重要水質監測項目及指標之線形繪圖、進階查詢及資料下載,改進跨機關資料查詢介面,並提供與中文版面相同之英文版網頁,另外在後台水質數據管理維護系統中,新增採樣照片打包上傳功能,將原規劃之由PDA相片上傳作業之流程取消,以貼近作現行業面方式。 本文旨在紀錄環境水質監測資訊系統改版計畫核心資料庫設計之緣由、資料維護流程之變動、因應政策需要及使用者新需求之提出,改版系統所作之設計考量,系統平行測試及新舊系統維護等經驗之分享,期能藉此檢討環境水質監測資訊系統之運作,累積資訊系統管理經驗。 |
英文摘要 | The Department of Environmental Monitoring & Information Management (EMIM) under the E.P.A. undertook environmental water monitoring tasks in 2002. The environmental water monitoring information system was built in 2005 under the budget for the “Taiwan river and ocean management program”. This system took advantage of networking technology to include schedule planning, quality assurance processes and producing annual reports. In order to put information disclosure into practice, a website that regularly publishes water testing results was also included. In 2008, EMIM drafted a water monitoring data exchange standard and built an exchange platform on this website which encompasses the data collected from regional Environmental Bureaus and water authorities and hence renamed the ‘National environmental water monitoring information system’. In 2005, the system data tables were made flexible through normalization design to encompass the needs of data processing through scheduling, data QA/QC and annual report publishing. Later the concept of ‘Data Warehouse’ emerged for applications like data mining, and website analyses urged the reengineering of the system. The reengineering project for the Environmental Water Quality Information System started in 2010. A set of core-data tables were added to its database, which transforms the data from vertical format to horizontal ones in order to facilitate data analysis processes. Other changes included website redesign to incorporate consistent styling, unifying user interfaces, plotting on selected water monitoring items and indexes, data inquiry, data download, improving the display of data exchanged and English web-site redesign and synchronized with its Chinese-site. In the back-end system , the water quality data management system, a web-based photograph upload module has replaced the PDA up-load scheme. This article aims to describe the reasons for reengineering to create the core-data and sharing experience learned in data maintenance with respects to data flow changes, new application requirements, and how the system is tested in parallel with the original system, etc., We hope this article helps to re-examine the operational processes of the water monitoring system and provide know how for its future management. |
