中文摘要 | 車諾比爾及三哩島核能電廠事故使得核能安全成為世界各國家高度 重視的議題,也導致核能安全備受爭議與誤解,對於核能使用採取保守態 度。近幾年來環保概念提升,面對全球暖化氣候變遷,應用核能發電等低 碳能源解決碳排放問題,受到全球各國的重視。所以核能發電逐漸復甦, 不僅亞洲,歐美許多國家也改變原先對核能發電排拒的態度,甚至啟動新 核能電廠建設計畫。 為強化各項核能安全防護、應變能力,由我國行政院原子能委員會 統籌辦理核子事故緊急應變作業,而美國911恐怖攻擊事件後,引發輻射 彈爆炸恐怖活動相關議題,原子能委員會亦肩負起國際恐怖份子可能發動 的輻射彈攻擊防範業務,進行嚴密而積極的準備與管制作業。核能研究所 隸屬原子能委員會,致力於緊急應變工具的開發。有鑑於整個核子/輻射 彈事故緊急應變過程中涉及中央、地方以及各應變單位之橫向與縱向的聯 繫、溝通,且必須講求正確與迅速,使得提供最快速並且正確的資訊,成 為緊急應變中不可或缺的重要環節。本文將呈現核能研究所與逢甲大學合 作開發「核與輻射事故緊急應變資訊整合管理系統」,透過Google earth 系統平台進行各項緊急應變作業,並結合GIS平台進行一系列管制作業, 建構國際級核能安全防護應變網。 |
英文摘要 | The safety issue has been a major concern in the world since the Three Mile Island and Chernobyl Nuclear Power Plant Accidents. It also led to much dispute and misunderstanding to the safety for the nuclear power plant and conservative attitude toward the usage of nuclear power. In the past few years, owing to the global warming and the climate change, low-carbon energy like nuclear energy has been reconsidered for reducing corbon emissions. Nowadays, not only in the Asia area but the U.S.A. and the European Union also plan to construct nuclear power plants. To strengthen the nuclear security and the response ability, the Atomic Energy Council (AEC) in Taiwan has coordinated against nuclear accidents and has enchanced emergency response capabilities. Furthermore, AEC taken charge of the preparedness and response for RDD terror attacks after the 9-11 event in the U.S.A. All of the central and local authorities will deal with the emergency response operations at the same time. In view of the nuclear emergency response process involving central and local governments, it is therefore important and necessary to get emergency response information accurately and correctly. This research paper will present The Nuclear and Radiation Emergency Response Information Management System which has been developed by the Institute of Nuclear Energy Research, Atomic Energy Council and Feng Chia University. By using the Google earth platform for emergency operations and a GIS platform to control every detail, a world-class nuclear security response network has been effectively established. |
