| 中文摘要 | 98年8月莫拉克颱風侵襲南台灣,造成曾文及南化水庫集水區內大量崩塌及土石流,水庫淤積量較颱風前增加約1.1億立方公尺,影響供水穩定甚鉅;立法院於99年4月通過「曾文南化烏山頭水庫治理及穩定南部地區供水特別條例」,並於99年5月12日奉總統令公布實施(總統華總一義字第09900112311號令)。爲落實延長水庫壽命及穩定南部供水,依該條例第3條研擬【曾文南化烏山頭水庫治理及穩定南部地區供水計畫】,以加速水庫治理、降低缺水風險及減少人民生命財產損失。本文主要說明目前曾文、南化及烏山頭水庫集水區之保育問題,包含水庫集水區崩塌嚴重、河道堆積大量土石、水庫淤積嚴重及氣候變遷造成降雨特性改變現象,目前未見趨緩等,並依據「曾文南化烏山頭水庫治理及穩定南部地區供水特別條例」提出保育計畫執行策略及方法,共包含落實土地管理、強化集水區防災監測、加速集水區保育治理及推動保育防災宣導等四項,依序說明各項執行方法理念及方式,並說明此穩定供水計畫未來之預期效益。 |
| 英文摘要 | Typhoon Morakot struck Taiwan in Aug, 2010. Abundant landslide and debris flow were induced in Tsengwen and Nanhua reservoirs. The deposited volume increased about 1.1×108 m3. The catastrophic deposited volume affected seriously the water supply in Southern Taiwan. The office of President issued ”The Special Regulations for the Conservation in Tsengwen, Nanhua, and Wusanto Reservoirs and the stable water supply in Southern Taiwan” on May 12, 2010. The Ministry of Economic Affairs also developed ”The Plan for the Conservation in Tsengwen, Nanhua, and Wusanto Reservoirs and the stable water supply in Southern Taiwan” accoding to the above-mentioned special regulations. The study analyzes the problems for the conservation in Tsengwen, Nanhua, and Wusanto reservoirs, including the serious landslide in reservoir watersheds, abundant sediment deposited in the river and in the reservoirs, and the changing rainfall characteristics due to the climate change. The study also proposes the execution strategy and methods for the Conservation in Tsengwen, Nanhua, and Wusanto Reservoirs. Besides, the study also proceeds the cost-benefit analysis for each conservation plan. |
