中文摘要 | 繼晶圓、光電產業後,台灣鋼鐵業已晉級為第三個兆元產業;然而其中、下游之鋼管製造仍以傳統經營模式為主,這與其他先進國家鋼鐵產業供應鏈不盡相同,相對的,台灣業者以中小企業靈活、彈性的經營模式,已創造出與其他先進國家所不同之獨特競爭力與核心能力。惟在全球金融風暴影響之下,傳統中小企業的靈活、彈性的特質是否需要獨特的創新策略與國際競爭力,以面對多元之競爭考驗,另外在市場機制檢驗下,身為兆元產業之下游體系主力,如何展現並突破經濟困境,端看台灣鋼管業企業主在此波風暴下,如何採用適時、適質、適地之競爭策略並同步發掘產業成長契機;因此本研究提出「智慧型傳統中小企業策略分析資訊系統建置-以林口工業區成台鋼管廠業為例」,以案例研究法與本校鄰近工業區廠商進行合作,實地完成需求分析、界面設計、上線測試、教育訓練等系統建置程序,已提供業者完整主管查詢、工作管控E化等功能,並期後續提供相關業者達成下列效益。 (1). 協助鋼管業者將其中小企業之成功經營經驗與競爭策略結合。 (2). 建立智慧型資訊系統將策略行動方案與進、銷、存、會計系統整合。 (3). 建置鋼管業的知識創新價值(KIV)與知識發掘(KDD)平台並提升國際競爭力。 |
英文摘要 | The steel-making industry has been become the third Billion market in Taiwan. However, most of these SME companies still rely on conventional operation processes. Their plants remain agile and flexible because their core competitiveness and local characters. These SME owners are afraid of current operational approaches could not manage the global financial crisis very well. On the other hand, over years E-industry promotion efforts, most of the success stories could not be copied and the best practices are only limited to the high- tech companies. For the local traditional industries, the best policy is keep eye on the niche market. The conclusions for SME is no necessary to invest lots money for a giant I.T. machine which can not be understood. Therefore, many local company only achieve CMMI level two or three. This is the reason for this project to build up the service gaps. This paper uses local CEO’s strategic views which coming from OLAP and manufacturing strategy knowledge framework to locate optimal I.T. solutions. The details of research approach focus on the KIV, KDD and OLAP techniques and multi-dimensional tables correlations. Follow the academic knowledge and the local company data, the project results has been matched the manager’s expectations. An EIS prototype was implemented well and provided management level strategic views for optimal performance measures management. The further research steps will be introduce into similar SMEs and hopefully, stimulate industrial competitiveness, but also enhance supply chain collaborative design capacity. |
