中文摘要 | 人口老化是現今不可避免的趨勢,老人的反應亦不如其他年齡層人口之敏捷與迅速,失能與認知能力也較差,對於災害理解與應變的能力較為薄弱。本研究之主要目的是探討發生在台灣2009年的8月7、8日莫拉克水災發生時,居住於安養護機構的老人如何被撤離與安置的過程,以及因應水患時所應的準備原則與要項,以提供政府與機構未來因應災害所必須關注的要點,針對現有與未來機構的規劃設計提出防範水患的概念與原則。 本研究採用質性研究法,五所於莫拉克水災時遭受水患入侵之安養護機構為研究對象,透過半結構問卷與深入訪談蒐集資料。研究結果則歸納出十二項老人安養護機構在面對水災時所必須重視的要點,分別為水災來臨前之預警、標準作業程序(SOP)的訂定、妥善的防範與準備、充足與彈性之人力配置、持續的電力供應、備用水源供應、良好的通訊設備、食物與生活用品的供應、撤離的準備與時機、老人個人物品的保管、災後清潔的規範、以及廢棄物的清運。 防災措施需要政府與機構更積極地面對因應災難管理,制訂標準作業程序需事先規劃並執行演練,本研究亦建議新機構設計二層樓以上的建物,將二樓區分為數個小型照顧單元的住民主要生活區,在單元內設置小型的廚房以提供餐食,並將電力供應與儲水設備設置於二樓以上,將是未來機構建物抵抗水患所必要的考量。 |
英文摘要 | The fact that older people are an increasing portion of the population which has a higher risk in case of a disaster has been well-documented. The main purpose of this study investigates the contingency measures necessary for nursing homes and addresses the key factors in preparing for disasters in the future. The research data was collected from five nursing homes that were flooded during typhoon Morakot at Taiwan in 2009 through semi-structured interviewing. The results are summed up 12 preparation concerns when the nursing homes encounter floods, including flood warning in advance, establishment of the standard operating procedures (SOP), a proper prevention and preparation plan, sufficient staff and flexible to arrange them during disaster, continuous power supply, water supply, good communication facilities, food and living supplies, preparation and timing for evacuation from the nursing home, arrangement of personal items for older people, regulation of the post-disaster sanitary, and garbage disposal. This study also provides a checklist which could help the nursing homes to develop a standard operating procedure and plans and conduct regular drills to ensure the safety of older people during floods. Finally, it suggests that the buildings of nursing homes should be at least 2 floors high, and there could be a small kitchen with an storage space and auxiliary power and water supply on the second floor. |
