中文摘要 | 過去傳統的醫療影像膠片,在疾病的判讀上扮演著舉足輕重的角色,惟隨著資訊科技的發展,已逐漸由放射科資訊系統、醫院資訊系統與影像存取與傳輸系統所取代,醫療資源被有效的整合。然而,傳統的醫療影像膠片,乃屬於廣義病歷的定義,受醫療法之規範有其一定的保存年限,即使年限屆滿並透過資訊技術備份存檔,這些膠片仍不可任意丟棄。根據環保署的規定,廢X光片、廢顯影、定影液不得以一般廢水或廢塑膠處理,應委由經環保主管機關認可合格之代處理機構來處理,除了須注意避免病患資料外洩,更重要的是避免污染環境,產生生態的破壞。因應維護生態環境與提倡綠色環保,我國「資源回收再利用法」規定,針對醫療廢棄物廢X光片的管理,採取減廢及資源回收再利用的方式,將有效改善對於環境之污染。本文藉由廢棄膠片的處理,探討節能減碳、環境保護及醫療廢棄物管理等議題,蔣以提升病歷資訊管理人員對於醫療影像膠片正確處理的重視。 |
英文摘要 | The traditional film system used to play an important role in medical diagnosis. However, with the advances in information technology, such role has been gradually replaced by a combination of radiology information system (RIS), hospital information system (HIS), and pictures archiving and communication system (PACS) with the purpose of integrating medical resources more efficiently. Nevertheless, the traditional films are defined, in a broader sense, as history of patients, their storage duration is under related medical laws; therefore, even after these films reach their storage limits and their contents are copied and saved in some other information system, the film itself cannot be randomly discarded. According to the regulations of EPA (Environmental Protection Administration), used X-ray films, developing agents, and fixers should be collected and disposed by certain agencies approved by the environmental protection authorities instead of being disposed as common waste materials or plastics in order to, not only avoid the leakage of patients' private medical information, but also and most importantly to avoid possible contamination of the environment and resulting in ecology destruction. In response to the maintenance of ecological environmental and promotion of green surrounding protection, Our EPA Renewable Resource Recovery Management Regulations stipulates that the management of waste medical films in Taiwan should adopt an approach of waste reduction and recycling of renewable resources to effectively reduce their contamination to the environment. Through looking at the disposal of waste films in Taiwan, this article aims to discuss its impact on the issues of environmental protection, policy of energy saving and carbon reduction, with an objective of drawing medical information personnel's attention to the importance of dealing with the management of medical imaging films. |
