中文摘要 | 本研究從全球化指標及排名探討全球化之發展,並提出對台灣高等教育發展方向上的啟示。研究以2001 至2007 年A. T. Kearney/Foreign Policy 的全球化指標(Globalization Index)之報告為分析內容,經整合全球化指標之變動後得出四個重要觀察面向:經濟整合、個人接觸、科技連結與政治承諾,而本研究更進一步分析各國之排名及發展情形。結果發現,一個國家要強盛靠的絕非僅是維持性的基本要素(basic),尚須具備差異性卓越要素(differentiators),才有機會去提升其他部分的表現而達到綜效(synergy)。據此,本研究省思其可為台灣高等教育在發展方向上之啟發,包括:多元化財源之擴展、促進個人國際化經驗、科技的應用與人才的(再)培育,以及整合大學內外部的管理與策略,藉此促使大學思考其自身條件與發展方向,找到能永續發展的差異性卓越要素與利基後,進行教育市場之自我定位與功能區隔,以求在激烈競爭中勝出。 |
英文摘要 | The quantities of higher education institutions(HEIs)in Taiwan are now more than 160. Furthermore, with the declining birth rate and public fund, HEIs are asked to be more competitive to survive, and think how to find out the differentiators which will enable an institution to outperform the others. Thus, this study aims to examine the A. T. Kearney/Foreign Policy Globalization Index from 2001 to 2007, which ranks developed countries and key emerging markets worldwide based on four dimensions, i.e. economic integration, personal contact, technological connectivity and political engagement. Countries ranked top 10 have their differentiators to facilitate globalization, such as strong performance of economy, increasing international contact, growing importance of technology, and higher engagement of domestic/ international politic affairs, those are essential to the globalization ranking. From the analysis above, the implications for higher education development in Taiwan are proposed: expansion of diversified funding, promotion of individual international experience, application of technology and(re)cultivation of talent, and adoption of integrated management and strategies. Thus, the implications proposed can help universities to deliberate upon the capacities and niche in order to make difference in the education market. |
