中文摘要 | 鄉托與公幼之整併乃是地方政府視區域之地理環境、文化特性、居民需求,以微觀角度將公幼與鄉托作實質整併,以期充分運用當地有限資源,並提升教育績效。高雄縣政府於2006 年9 月著手進行那瑪夏鄉托兒所民族分班與民族國小附幼的整併工作,並於2007 年8 月開始運作,然而,在中央幼托整合政策未竟之際,高雄縣那瑪夏鄉如何推動幼托整併?其整併模式為何?績效又如何?本研究使用深度訪談、觀察、文件收集等方式,除了瞭解高雄縣那瑪夏鄉鄉托與公幼的整併歷程與運作模式外,亦運用平衡計分卡之理念探討其整併績效,以供政府當局發展原鄉地區學前教育政策之參考。 |
英文摘要 | The policy of incorporating a public kindergarten with a public nursery-school, which is decided by the local government based on the environment, culture, and needs of residents from a micro view, is to fully utilize the limited resources in the area and to enhance the educational performance. In September 2006, the government of Kaohsiung County planned the incorporation of a public kindergarten with a public nursery-school in Namasia Township. The incorporation has implemented since August 2007. However, while the central government has not completed the integration of the public nursery-school and kindergarten, how the incorporation of a public kindergarten with a public nursery-school in Namasia Township is developed? This study used the methods of in-depth interviews, observations, and collecting documents to understand the progress of incorporating a public kindergarten with a public nursery-school and the operation mode in Namasia Township Kaohsiung County. In addition, the performance of the incorporation was discussed by using the viewpoint of balanced scorecard for developing a clearer policy regarding early childhood education in aboriginal districts. |
