中文摘要 | 本研究之目的在於探討台北市中央區遭受極端暴雨侵襲所引致之河系瓶頸段溢堤型洪災淹水境況。「台北地區防洪計畫」建構有200年重現期高標準堤防,而本研究係模擬超越該防洪設計標準之極端降雨,即台北市中上游集水區遭受超過200年重現期長延時降雨之淹水境況。依台北都會區之水理特性,結合二維地表漫地流淹水模式、都會區雨水下水道模式與抽水站操作,建立極端暴雨引致河系瓶頸段溢堤型洪災之淹水模擬模式,用以模擬河川溢堤、雨水下水道水流與地表漫地流之間的互動關係,以民國90年納莉颱風在台北市造成大規模淹水事件進行驗証,驗證模擬結果具80.18%的符合度。 欲模擬極端長延時降雨引致河川溢堤對台北市中央區的淹水影響,首先將各情境暴雨中心分別設定在火燒寮、竹子湖、碧湖、福山、大豹等五個雨量站,並推估前述各暴雨中心之降雨在基隆河(介壽橋)、新店溪(秀朗橋)、大漢溪(新海橋)、景美溪(寶橋)處所對應的河川水位,再進行河道演算,找出台北市中央區各河川溢堤之瓶頸地段,並計算各暴雨中心所造成溢堤發生位置與流量歷線,但不考慮市區降雨情況,純粹考慮中上游暴雨所造成之溢堤淹水事件。最後,將溢堤流量歷線輸入台北市中央區進行淹水模擬,共模擬五種溢堤情境之淹水境況。模擬結果顯示不同暴雨中心會影響溢堤發生位置與溢堤流量,並使淹水發生的範圍與分布有所不同,其中以火燒寮為暴雨中心時之災情最為嚴重,淹水主要區域為台北市中央區西北部之低窪地區。 |
英文摘要 | The main objective of this research is to investigate the effect of extreme-event-induced riverain flood and inundation scenarios of Central Taipei Metropolis, which is currently under the protection of 200-years-period high-standard embankments. The extreme storm, caused by extreme long-duration (24 hours) rainfall event in the upstream watershed, results in embankment break and storm sewer system failure in the same time. In this research, a two-dimensional inundation model associated with the SWMM model and pump station controlling is developed. Typhoon Nari occurred in 2001 is used for model verification. Five hypothetic extreme storm events, in which storm centers located at Hosouliao, Chuzihu, Bihu, Fusan, and Dabou, are considered in this research, and information of discharged hydrographs at levees caused by extreme storms for each event is next put into the two-dimensional inundation model to simulate urban flood inundation in Central Taipei Metropolis. Finally, the above results are integrated to figure out extreme-event-induced riverain flood and inundation scenarios of Central Taipei Metropolis. The simulated results indicate that the storm event occurred at Hosouliao gives the most serious flood inundation in the northwestern lowland of Central Taipei Metropolis. |
