| 中文摘要 | 東沙群島是南中國海四群島中,最接近中國大陸,也是關係密切的一處群島,目前是由台灣管轄。該群島在中國先民們上千年的漁業經營之下,它的歸屬應是勿庸置疑。不幸在二十世紀初年,曾經日本人的侵佔,後又經過二次世界大戰被日軍佔據為入侵東南亞的「中繼站」,因而使得該島嶼的生態環境遭受到嚴重地破壞。二次世界大戰後雖收回失土,並經過數十年的軍事防孚,但也無濟於事,可見小型島嶼及其生態環境的脆弱是無法忽視的。我政府已於2007年10月將東沙群島的大部分畫為『東沙環礁國家公園』,以保護該島嶼的生態環境為主要目標。我們展望其未來,復原東沙生態環境,以期望這處群島有較好的發展。 |
| 英文摘要 | Among the four archipelagoes in the South China Sea, Dongsha archipelago shares the closest ties to mainland China both geographically and historically. Currently it is under the jurisdiction of Republic of China (R.O.C.), whose ownership of the archipelago is indisputable as the Chinese ancestors had developed and managed it as a fishery for over a thousand years. The archipelago unfortunately underwent a tumultuous past in which in the early 20th century it was once seized by the Japanese and later during World War II it was used as a relay station for the Japanese Southeast Asia invasion. As such the environment had suffered serious damages without being able to fully recover even after the R.O.C. government reclaimed it after World War II, and have stationed military defense there for decades. The vulnerability of small islands and their ecological environment demand immediate attention. Now that the R.O.C. government has designated a large part of Dongsha Islands as a national park in October, 2007, with the purpose of protecting the ecological environment, hoping for the well-being of this archipelago. |
