中文摘要 | 摘 要 近來,大學評鑑再度受到重視,倘若評鑑能達成預定目標,對大學系所的改革 與發展有助益,則再多的人力、經費與時間的挹注均值得;反之,若評鑑未能發揮 預期功能,促進大學系所之改進,除被譏為勞師動眾而流於形式外,評鑑將再度蒙 上汙名。有鑑於公布評鑑結果,影響各系所及大學發展甚鉅,除衝擊各大學聲望與 形象,引發家長和社會關注外,也影響考生填寫系所就讀志願及大學招生足額比 率;加以近來實施之系所評鑑的第一個五年期程循環即將完成,正是檢討此評鑑制 度之最佳時機。職此,本研究即在檢視我國大學系所評鑑之問題與改進方向,經由 文件分析與焦點團體座談,本研究發現,系所評鑑之主要問題在於:一、預期評鑑 目的與實際運作存在差距;二、新設及轉型系所納入評鑑有所不妥;三、評鑑時程 安排之適切性有待檢討;四、評鑑標準和評鑑委員的公平性有待強化;五、評鑑成 績的決定與申覆機制未盡妥適;六、評鑑結果的公布與運用方式值得商榷;七、評 鑑規劃與實施的決策合理性尚待檢視。最後,本研究依前述發現,進一步提出具體 改進建議。 |
英文摘要 | Abstract The university evaluation has received much attention in recent years in Taiwan. It has been carried out by way of the evaluation of departments, including degree programs. If the evaluation can reach its pre-set goals and improve the overall quality of higher education, the tremendous amount of time, money and effort invested in the evaluation would be worth it. However, if the evaluation fails to achieve its goals and fulfill its functions, it will be strongly criticized and reduced to being just a formality, thus making it stigmatized. It is the first time for Taiwan to launch the large-scale department evaluations; moreover, the releases of evaluation results have a tremendous influence on the future development of the evaluated departments and the popularity reranking of universities. Undoubtedly, the evaluation has tremendous impacts on the future student enrollment rate of the evaluated departments. As the first five-year evaluation cycle is coming to an end, it is about the right time to review the planning and implementation of the department evaluation in Taiwan. Based on the results of document analysis and focus group interviews, this study found that seven existing problems needed to be resolved. A number of suggestions were made about how best to improve the evaluation. |
