中文摘要 | 國防部軍備局中山科學研究院(以下簡稱中科院)長期致力於國防科技研發工作,是一個跨越多項領域的國防科技研發機構。多年來國軍秉持國防自主的目標,對投資國防科技研發不遺餘力;然面對國防預算緊縮,如何運用有限資源,做最有效資源管理,以提升中科院研發能量,達成任務目標,成為各方關注的焦點。本研究運用資料包絡分析法之實證分析,衡量中科院資源投入與產出的效率,建立調整資源配置與提升經營績效之參考依據;研究發現,研發單位中有14個DMUs具技術效率、19個DMUs具純技術效率、14個DMUs已達最適生產規模大小,另中科院近年來總體生產力變動呈現衰退現象;最後本研究提出實務建議與管理意涵,供決策單位作為績效管理之參考。 |
英文摘要 | Chung-Shan Institute of Science and Technology (CSIST), persistently dedicating to science and technology development for national defense, has been an agency with a broad domain of capabilities in the defense technology research and development. Based on the objective of defense self-reliance, Ministry of National Defense goes all lengths to invest science and technology development. On account of budgetary shrinkage, it will be a focus concerned closely that how CSIST manages limited resources effectively and promotes R&D capacity increasingly. This research applies “data envelopment analysis (DEA)” to measure CSIST’s resource efficiency of input and output, and to set up an adjustment mechanism for resource allocation and performance promotion. This research reveals that there exists 14 DMUs with technical efficiency, 19 DMUs with pure technical efficiency, 14 DMUs with most productive scale size, and regressive phenomenon on total factor productivity change for CSIST in recent years. Ultimately, this research presents practical suggestions and managerial implications for decision making units to be engaged in performance management. |
