| 中文摘要 | 中國各地區普通小學學校教育資源的各種具體資源的分配中存在明顯的 差距,本文通過比較分析中國各省區市在2003-2006年間的生均校舍建築面 積、生均學校固定資產總值、生均圖書冊數、生均電腦台數,從距平值、極 差、極差率、標準差、變異係數五個差異指標來分析各地學校教育資源的占有 情況,發現各地在各項資源占有上都存在相當明顯的「馬太效應」,即發達 (占有量值高)地區與落後(占有量值低)地區的差距呈不斷增大的趨勢,無 縮小的跡象。本文認為「二元」經濟導致的城鄉間及區域間的社會經濟的不均 衡發展及不公平的資源配置政策,是導致基礎教育資源配置呈「馬太效應」的 主因。作者據此提出政府應對城鄉間及區域間的社會經濟進行統籌協調,以減 小基礎教育資源配置存在的城鄉間及區域間的差距,總之,政府要盡其政治責 任,從「資源平等」的起點促進教育公平。 |
| 英文摘要 | This research analyses the education resources distribution for primary schools in different regions by comparing the investment of the government per capita to each child..Campus building, assets, library, instruments through the year 2003 to 2006 are included. The per capita investment is measured after the, standard deviation and coefficient variance. Our finding is the so-called "Matthew Effect", i.e. the gap between schools in advanced regions and those in backward regions is increasingly wider, and there is no hope for the reverse. This paper argues that the "dual economy" may be the cause of inequal development of urban and rural regions. Unfair distribution of ressources caused the "Matthew Effect". To avoid such mistake, the govement should build a policy of equality applied to all regions. Only so one may have a healthy system of education. |
