| 中文摘要 | 為確保核電廠運轉之安全,主管機關須審核電廠設計與建造過程並確認安全後發給運轉執照。依據我國核能電廠管制法規,初次運轉執照年限為四十年,而運轉及維護情況良好之機組其執照更新申請,經主管機關審核同意後,得以更新運轉執照,延長電廠使用期限。申請執照更新時須進行多項安全評估,其中一項為對各項嚴重事故減輕方案(Severe Accident Mitigation Assessment, 簡稱SAMA),分析目的為檢視減少風險的成本與效益,並執行效益高於成本的改善方案,以增進電廠運轉之安全。本論文以核二廠為對象,參照美國執照更新相關分析步驟,進行嚴重事故減輕方案分析工作,工作內容包括減輕方案初步篩選結果之研究、風險降為零時之最大效益分析、人員劑量分析程式MACCS2 之瞭解、程式輸入檔之準備,程式分析結果之研究、及減輕方案之成本與效益比對等,分析結果顯示共有9 項可能之減輕方案:其中3 項屬於成本較高之設備改善,不值得採行;2項屬於成本較低且改善效果較大之程序書改善、及1項雖屬於高成本但其改善效果非常顯著之大幅設備改善,兩者皆值得採行;另有2項屬於成本較低但改善效果較小之程序書改善、及1項屬於成本居中之小幅設備改善,尚須進一步確認改善效果後方能決定是否值得採行。 |
| 英文摘要 | To ensure the safety operation of a nuclear power plant, the competent authority, Atomic Energy Council (AEC), must review the power plant design and construction process before issue the operational license. According to the domestic regulatory requirements, a nuclear power plant (NPP) can operate for 40 years with the first version of operational license. However, a NPP may extend its service life after a license renewal application reviewed and approved by AEC, if both operation and maintenance of the NPP are in good conditions. For the application of the license renewal, a lot of safety assessments have to be performed. One of them is the severe accident mitigation alternates (SAMA) analysis. The purpose of SAMA assessment is to review all possible SAMA candidates to see if they can reduce the plant risks. In this thesis, the SAMA assessment for Kuosheng Nuclear Power Plant was investigated according to the guidance of NEI 05-01. The major work included preliminary screening of SAMA candidates, Maximum Averted Cost-Risk (MACR) analysis, off-site exposure dose analyses by using the MACCS2 code, and cost-effective analyses for all nine applicable SAMA candidates. The results have shown that three SAMA candidates involve high-cost equipment betterments and are not cost-beneficial to be adopted. Two other SAMA candidates involving low-cost procedure improvements are worth to be performed. There is another SAMA candidate that is of high-cost equipment betterment but with significant benefit and is worth to be performed too. In addition, the other three SAMA candidates need more detail study about the effectiveness of improvement to determine if there are cost-beneficial or not. |
