中文摘要 | 臺灣地區有關兒童及少年安置教養機構之離院個案評估及追蹤輔導並未獲得應有的重視,雖然「兒童及少年福利法」對於安置期滿或撤銷安置之兒童及少年,明訂直轄市、縣(市)主管機關應續予追蹤輔導一年,「兒童及少年福利機構設置標準」亦將「獨立生活技巧養成及分離準備」及「追蹤輔導」列為安置教養機構應提供之服務,然而,目前各地方主管機關及各安置教養機構對於離院協助與追蹤輔導之實施方式與服務現況究為何?這些均有待深入瞭解。 本研究之目的在瞭解主管機關及相關機構對於安置個案離院之評估與決策作法。經由問卷調查、焦點團體及深度訪談等方式,本研究發現:(1)機構自行收容個案之離院評估與追蹤輔導主要由安置機構自行處理;(2)針對直轄市、縣(市)政府委託收容個案,在保護個案上主要為「縣市政府主責」、「縣市政府主責或由受託機構主責」以及「縣市政府及安置機構共同決定」等3種模式;在非保護個案上,除上述保護個案3種模式外,另增「安置機構主責」模式。最後,根據研究結果提出3項建議-「自收個案納入管理機制」、「建立跨單位、跨專業之離院評估機制」與「提供具完整性、延續性與支持性之離院照顧服務」等,以提供相關部門於建構兒童及少年安置教養機構離院照顧服務政策與服務輸送之參據。 |
英文摘要 | Children's home or residential placement has existed for centuries; however, it has not been emphasized, as it should be. Some research on the outcomes of children after care indicated that care leavers are still in an inferiority status. Children in care are not well-prepared when they leave their placement, thus have long-term negative impacts on those vulnerable children. Compared to other youths, care leavers have lower educational attainment, higher unemployment, more likely to be homeless in adulthood, loneliness, young parenthood, dependent on state benefits, higher levels of alcohol/drug abuse, in trouble with the law, involved with psychiatric services, and poorer physical health, etc. The decision-making process of leaving the care system and the delivery of services need to be explored. In order to understand the decision-making models of leaving care and the delivery of services after care in Taiwan, the researcher applies for one-year project. Survey, in-depth interview and focus group methods are adopted in this research to get multi-dimensional and rich information. Results indicated multiple models are adopted by the public sector. However, the roles of public and not-for-profit sector are unclear on the services of children in care and aftercare. Leaving care policy is not established, neither are the regulations and guidance of leaving care in Taiwan. The delivery of services is needed to be examined as well. Some implications are discussed to reshape and modify our service system toward care leavers. Leaving care policy and related regulations and guidance are all needed in the future. The classification of diverse children and providing adequate services for those care leavers are also necessary. Hopefully, children in care and after can benefit from our leaving care system in the recent future. |
