中文摘要 | 自從1980 年代以來,許多國家的高等教育系統歷經廣泛的變革,英國也不例外。當前英國在面臨國際競爭力升高,世界級學術地位面對挑戰之時,積極思考未來10—15 年高等教育的樣貌及需要改善之政策。英國政府邀請各產業人士進行諮詢,同時委託學者針對高等教育中的國際議題、智慧財產權與研究益處、教學與學生經驗、瞭解高等教育機構的表現、兼職學生與高等教育、電子學習、研究生涯、大學與學校科學科目的連結、學術與公共政策制訂,以及人口結構變遷對大學的挑戰等十個領域對政策提出建議。本文發現,英國此次改革架構值得我國參考與省思,特別是整全式的規劃、長期願景的規劃、多元利害關係人的參與決策、多元向度的政策建議,以及政府、相關機構與大學的團隊合作等措施。 |
英文摘要 | Since the 1980s, kike other countries, England has gone through comprehensive educational changes in higher education system. Up so far the UK is facing with increasing competitions from international and its leading position is seriously challenged. The British government is pondering what a world-class higher education for the future should look like and what policies and measures should be needed or improved. For such purpose, industries of different sectors were invited to voice their opinions, while scholars were commissioned to map out the policy of high education. The issues of intellectual property, research, teaching, experience, performance, part-time studies, E-learning, research careers, universities' link with schools in STEM subjects, academia and public policy making, and demographic change must be carefully studied. Our research concludes that the reform framework initiated by the UK may be implicated in our education. Holistic and systematic planning, long-term visionary planning, the decision-making engagement of diverse stakeholders, multi-dimensional policy recommendations, and the joint efforts among the governments, related agencies and universities can be modeled after the British model. |
