英文摘要 | Credit Guarantee Institutions (CGIs) in Taiwan and Korea alike used to be the main support vehicle for SMEs which are the back-bone of the economy. However, maturing nature of moderately developed economies in both countries and competitive global landscape has been adding pressure on better and better functioning. An effective Credit Guarantee Fund now may build distinguished strategies and schemes to support efficient market functioning. A great deal of creativeness and innovation would be required to do so. As an interesting case example, this paper introduces KOTEC’s strategy placed around its core-competence--specialization in technology sector and appraisal capability after briefly browsing Taiwanese economy and its SME situation in general. This paper represents views of the author and does not necessarily represent that of any organization with which he is or has been affiliated. The author closely referred to his previous paper “Are Public SME Financing Institutions Still Viable in a Maturing Economy?” presented for ICSB World Conference 2009 held in June in Seoul (http://www.icsb2009.org/), Korea. About twenty percent of this paper’s content including tables and figures are identical to his previous paper while the rest of this paper are composed of ideas newly introduced and concepts further developed from it. |
