英文摘要 | Purpose. Library and information service (LIS) providers have long made efforts to improve citizens’ learning resources and advance information literacy in developing countries. The user-oriented paradigm proposes that meeting citizens’ information needs forms the foundation of all LIS. It also proposes that citizens’ experienced information needs are different; therefore, the application of Western-style service strategies to citizens in developing countries is inappropriate. Perspectives on the importance of understanding citizens’ information needs before launching better library services or selecting information resources are still rare in developing countries. Information behavior studies are likewise still rare in such countries. Thus, this paper advocates creating a needs-responsive library service in developing countries based on the findings of empirical information behavior studies. Methodology. First, this paper reviews different aspects of library and information services in developing countries and examines the underlying assumptions embedded in this exercise. It also offers a review of the literature on information behavior studies in developing countries. Following this, the findings of the literature review will be compared and combined with this author’s studies on minority people’s information behavior. These people, for example, the Taiwanese Aborigines, foreign brides in Taiwan, and homosexuals, belong in the low income, less educated, or low information literacy bracket in Taiwan. Their situation is the same as that of the people in other developing countries. Findings. Based on the findings of the literature review and several empirical studies, this paper proposes five solutions for LIS in developing countries, which include understanding citizens’ definition of information, their information needs, and their seeking behavior. We also need to focus on their oral culture and local knowledge. Finally, finding ways to improve their information literacy is also an important issue. Practical implications. The objective of this paper is to find a needs-responsive library service for people in developing countries. Based on the abovementioned findings, we can develop indigenous citizen information needs-related knowledge databases that also include services strategies. Moreover, the paper seeks to reflect on LIS education and place an emphasis on indigenous needs in everyday life, as well as elucidate the possibility of changing the approach of education. For example, we often pay more attention to library management and focus more on resource collection in libraries; but now, our thinking point can shift from institution management or printed resources to understanding information needs. Likewise, we cannot simply regard information as an object but as a process of construction. |
