中文摘要 | 治安、交通與爲民服務是警政工作的三大主軸,如何提升警察的服務品質,已成爲警政的核心工作。由於人民是警政工作主要的服務對象,而其服務品質的優劣取決於執行任務的人員,因此人力乃成爲警政機關最重要的資源之一。本研究以國際港口警察與港區從業民眾爲研究對象,以線性結構方程模式建構分析模型,探討人力資源管理實務與人力資本對於警察服務品質的影響。研究結果發現人力資源管理實務與人力資本對於基層員警的服務品質有顯著的正向影響。其次,人力資源管理實務會正向的影響人力資本,並經由人力資本的中介,進而影響服務品質。 |
英文摘要 | Public security, traffic management and service for the people are the three major functions of policing. To assure the quality of police service, which is contingent on the people who render the service, has become the core of policing. Therefore, human resource is one of the most important assets in the police organization. Using samples of the wharf workers in the international harbors and the first-line harbor policemen in Kaohsiung and Keelung, this study investigates the relationships between human resource management practice, human capital, and the quality of police service. It is found that human resource management practice and human capital have positive effects on the quality of police service. It is also found that human resource management practice has a positive effect on the quality of police service through the mediation of human capital. Suggestions and recommendations for future research are thus discussed. |
