中文摘要 | 在2000年3月激烈的總統大選之後,民進黨擊敗了在臺灣連續執政55年的國民黨,成就了臺灣歷史上首次的政黨輪替。本文的主要研究目的是採用民主化的研究途徑,提供一個2000年政黨輪替之後,在民進黨的治理下臺灣非營利組織發展的分析架構。本文整合當代三種民主化理論:現代化理論、歷史社會學以及轉型理論,採用適合於臺灣特殊歷史結構的層面,討論臺灣2000年政黨輪替之後民進黨政府與非營利組織的互動。本文在討論政黨輪替之前的民主化背景之後,分別由弱勢政府、分立政府、政府再造、政黨取向等四項因素分析民進黨政府的治理,以及由快速擴充、政策環境、內部矛盾等三項因素分析由非營利組成之第三部門的變遷。本文的結論是對於臺灣的非營利組織,2000年政黨輪替似乎較前更降低了自主性,無法獨立於力與政治力之外顯現其豐沛的社會力。未來臺灣的非營利組在推動福利經濟、建立社會資本以及深化審議民主三個層扮演更為重要的角色。本文由調整非營利組織本身的認知、治理與對外關係三個觀點提供具體的建議,以維繫臺灣非營織的使命與特色。 |
英文摘要 | After winning the hotly contested presidential election in March 2000 and thus ending the 55-year reign by the Kuomintang (KMT), the Democratic Progressive Party (DPP) achieved the first party rotation in Taiwan's history. This article employs the approach of democratization to supply an analytical framework for impact of the party rotation in the Year 2000 he nonprofit organizations (NPOs) in Taiwan. This article grates three contemporary democratization theories (modernization theory, historical sociology, and transition theory) and selects the dimensions appropriate for Taiwan's unique historical contexts so as to better illustrate the interactions between the DPP government and the NPOs after the party rotation in the 2000. Further, this article, upon addressing the democratization backgrounds prior to the party rotation, analyzes the governance of the DPP government from four perspectives: weakened state, divided government, government reengineering and party orientation; the transition of NPOs is elaborated in terms of exponential expansion, policy environment, and internal contradictions. The article concludes that the party rotation in the 2000 has not only further diminished the degree of autonomy of Taiwan's NPOs than before but has also rendered them unable to be independent of economic and political influences. NPOs in Taiwan will increase in importance in the future byimproving welfare economy, establishing social capital and deepening deliberative democracy. This article provides suggestions for sustaining the missions and uniqueness of NPOs in Taiwan from the perspectives of recognizing self, external governance and internal relations. |
