中文摘要 | 行政院衛生署自1978年開始舉辦各公私立醫院評鑑至今已數+年,對提升醫院管理水準及醫療品質有具體的貢獻。近年來,衛生署積極提倡以病人為中心、社區為基礎的醫療體系,加上醫療環境及民眾就醫習慣的改變,原有的評鑑標準,已經無法符合現況。因此,自2004年衛生署委託醫策會開始推動新制醫院評鑑,於2007年起全面實施。而在競爭激烈的醫療環境中,為了要改變傳統醫院服務不良的形象,降低成本並提升品質與組織績效、增加病患/顧客及工滿意度,符合醫院評鑑的要求,各醫院相繼引用各項品質管理工具,ISO 9001品質管理系統即為其中之一。從醫院管理的角度來看上述二項外部稽核機制,ISO 9001品質管理系統為一自發性的管理工具,而三年一次的醫院評鑑(評鑑為優等以上之醫院得四年評鑑一次)才是主宰醫院永續經營的關鍵,如何在有限資源中,整合利用兩者之評鑑標準形成醫院的管理制度,成為醫院因應醫療環境變遷的重要議題。 |
英文摘要 | The hospital accreditation scheme for public and private hospitals was put into place by the Department of Health of the Executive Yuan in 1978. Over the decades, it has made a tangible contribution to improving the standard of management and quality of care at hospitals. In recent years, the Department of Health has been actively promoting a patient-oriented and community-based medical system. This together with the changes in the medical environment and the general public's treatment habits means that the old accreditation scheme was becoming increasingly irrelevant. In 2004, the Department of Health commissioned the Taiwan Joint Commission on Hospital Accreditation to develop a new and reformed hospital accreditation scheme that was later implemented across the board in 2007. Due to the very competitive medical environment, hospitals began introducing all kinds of quality management tools in an effort to turn around the unfavorable image of traditional hospital services, reduce costs, improve quality and performance, boost patient/customer and staff satisfaction, and meet the requirements of hospital accreditation The ISO 9001 Quality Management System was one such tool. From a hospital management perspective, among the two external audit mechanisms the ISO 9001 quality management system can be considered a voluntary management tool. The key to a hospital's sustainable management however is the hospital accreditation scheme conducted once every three years. How to integrate the two accreditation standards into the hospital's management scheme with the limited resources at their disposal has therefore become an important challenge for hospitals seeking to adapt to the changing medical environment. |
