中文摘要 | 摘 要 本文係以法令規定、教育評鑑架構及教育評鑑理論等層面,探討國民教育課程政 策評鑑之實務。首先,探討中央對地方進行教育評鑑的實務過程之相關文獻,蒐 集中央對地方教育評鑑實施架構之實徵性研究,及評鑑模式之相關理論。其次, 以教育評鑑理論分析中央對地方教育評鑑之內容,發現國民教育課程評鑑過程中 的規準、範疇、工具、資料蒐集與評鑑結果等向度,歸納出中央評鑑地方教育評 鑑之實施架構及評鑑模式。最後,以教育部統合視導對地方教育評鑑為例,分析 國民教育評鑑從規劃、執行到評鑑過程之實質內涵、模式,據以提出四項研究結 論與相關建議。 |
英文摘要 | Abstract This paper explored the education evaluation between central government and local government in Taiwan’s compulsory education, from the perspectives of education evaluation related regulations, evaluation models, and policy implementation. It was first revealed that the current education evaluation related regulations were: designing, monitoring, statistics, evaluation, negotiation, and ensuring minority rights. Secondly, when analyzing these education evaluation theories in the policy-implementing context, a variety of education evaluation criteria, tools, and models were applied. Moreover, when implementing compulsory education policies, the programs executed in local governments would be different. Finally, the education inspection project was taken as an example for the illustration of this relationship. |
