中文摘要 | 台灣進入後高鐵的時代中,南部科學園區將以什麼樣的定位重 新發展呢?隨著高鐵的通車,運輸工具的變革與躍進,對台灣整體發展及高鐵站周邊地區的影響,其正面意義與負面意義各自如何呈現呢?就結構上而言,科學園區的設置原立足於產業群聚 (Industrial Cluster) 的概念,與其涉及廠商或產業地理聚集、產業結構關聯以及所形成的群聚效益。其概念進一步在產業規劃上的應用,則是強調促成產業群聚的有效發生與長期發展的條件,尤其涉及觀念、連結與能力等三個面向的配合。但本研究經由質性方法深入訪談南部地區11 家的主要廠商,發現其中的命題「高鐵是否會影響技術知識的流動,進而對連結造成影響」呈現否定的。然而,對於企業在群聚效應中的觀念與能力兩項則呈現肯定的。但是整體而言,高鐵是否會影響技術知識的流動,進而影響產業群聚,此一此外,本研究經由深入訪談,發現除了前述的三個面向,政府整合 (coordination) 的政策和行政措施扮演著群聚效應成敗的第四個面向。受訪的業界普遍指出,高鐵與科學園區產業群聚發展之間,交通系統的接軌與高鐵站周邊的產業度必須要政府整合的政策高鐵時代南台灣科學園區設置與周邊地區產業網絡發展變遷來配合。此一政府整合的面向不但屬於肯定的,並且在台灣高鐵的個案裡,對於產業群聚的模式理論進行了補充的修正。 命題則為不明顯而呈現否定的。 |
英文摘要 | This research has focused on the re-location of the Science Parks in the Southern Taiwan within the whole economy in era of Taiwan High-Speeded Rail (THSR). And, what will both positive and negative impacts of THSR on Taiwan’s whole development and the surrounding areas of these THSR stations particularly? As for structure, the establishment of the Science Parks was originally based on the ideas of industrial cluster, and the geographies gathering of the firms and industries surrounded, industrial structure related and clustering benefit formed. Furthermore, an application on this industrial structuring under this idea put emphasis on facilitating the effectiveness with the condition of development for a long time of industry's clustering, especially involve the ‘Concept’, ‘Connection’ and ‘Competence’ such three dimensions. However, after the deep interviews with the 11 leading firms through a qualitative research, this paper has found that the proposition of ‘the THSR’s influence on the flow of technological knowledge will change the ‘Connection’ within the industrial cluster’ is negative. But, the propositions of both ‘Concept’ and ‘Competence’ within the industrial cluster are positive. Nonetheless, as to the whole, the proposition of ‘the THSR’s influence on the flow of technological knowledge will change the entire industrial cluster’ is not for being obvious and negative. Also, after these interviews, this research finds that the ‘Coordination’ and its administrative measures led by the government will play the fourth turnkey, in addition to those three dimensions mentioned above. The firms interviewed have generally pointed out, a better situation of THSR related with the industrial cluster, especially both the connections of transport systems and the peripheral industries surrounding the THSR stations depend much upon the ‘Coordination’ policy by the government. In fact, this proposition of the governmental coordination not only presents positive, but also, in the case of THSR, provides a supplementary revision to the past model of industry's clustering. |
