英文摘要 | The research paper stats from discussion of problem’s background to emphasize the importance and necessity of policy formulation and policy indicators. Secondary, to discuss the foundation theory of policy formulation. Thirdly, to describe school physical education’s general policy formulation. Besides to focus on introduction of policy indicators foundation theory. At last, to investigate indicators of school’s physical education policy. The “qualitative indicators” include (1)General orientation in stead of elite orientation in physical education. (2) Whole aspects’ development in stead of limited and narrow minded physical education goal. (3) Developing students’ lifetime exercising habits in stead of skills accessing from physical education results. (4)Integrating various legislative regulations, plans and projects of physical education. (5) Integrating physical education resources. (6)Focusing on learners in stead of providers in physical education. (7) Opening system in stead of isolated system of physical education. (8) Focusing on student’s self-orientated learning in stead of teachers in physical education. (9) Multi leaning tools in stead of single’s for physical education. (10) Field teaching added on top of the school playground for physical education. (11) Integrating and enable easy accessing for physical education resources. As far as the “quantitative indexes” indicators (1)budget for physical education. (2)Completion numbers of school physical education regulation.
