中文摘要 | 本研究之主要目的在於系統分析我國成人及終身教育政策,並建立我國成人及終身教育政策之分析架構。研究過程強調理論與實務之結合,首先,運用文件分析爲研究方法,蒐集教育部所頒布成人及終身教育之中程計畫、白皮書、1990至2005年教育部公報、教育部全球資訊網之相關資訊爲資料分析之主軸,並接續以個別訪談法蒐集相關資料做爲佐證,用以詮釋事實及尋求因果關係之解釋。根據研究所得結果,進一步提出「我國成人及終身教育政策分析架構雛型」,再以焦點團體法,經由學者專家、教育行政官員、實務工作者提供意見,加以檢驗,確立「我國成人及終身教育政策分析架構」,包括政策環境、政策目標、政策法規、政策實施、政策成果評估等五大類別及55個分析項目。 |
英文摘要 | The purpose of this study is to analyze systematically adult and lifelong education policy, and to build up an analytic framework for adult and lifelong education policy. The process of study emphasizes the integration of theory and practice. Firstly, documentary analysis is used as the study method: collecting medium-term project, the White Paper, the bulletin of Ministry of Education from 1990 to 2005 and the related information of adult and lifelong education from the announcement of Ministry of Education. Then, materials based on personal interviews are collected as evidence so as to interpret actuality and explore the explanation of causal relation. According to the results of this study, the model of adult and lifelong education policy and its analytic framework are brought up. Next, by means of focus groups, academics, educational administrators and practicers provide opinions and examinations, asserting "the content of adult and lifelong education policy and its analytic framework, including five categories of policy environment, policy goal, policy regulation, policy implementation, policy evaluation and 55 analytic items. |
